4 key policies in the draft Population Law

(CTO) - The Ministry of Health has just submitted a Draft Population Law to the Government. The purpose of promulgating the Population Law is to create a unified and synchronous legal basis, contributing to the institutionalization of the Party's guidelines, policies and strategies on population work; having measures to solve population issues in relation to economic, social, defense and security factors, contributing to the country's rapid and sustainable development; overcoming limitations and shortcomings; meeting the requirements of population work in the new situation.

The four key policies in the draft Population Law include:

* Maintain replacement fertility

- Propaganda on birth rate and family planning; rights and obligations of each couple and individual in having children (replacing Article 10 of the Population Ordinance).

- Regulations on population size adjustment.

- Integrate content on maintaining replacement fertility in the development and implementation of strategies, plans, programs and projects for economic , social, defense and security development.

* Reduce gender imbalance at birth and bring the sex ratio at birth back to its natural balance

- Communicate and mobilize to change people's concepts and perceptions.

- Regulations on increasing administrative penalties.

- Regulations on adjusting population structure by gender.

- Regulations on responsibility for handling gender imbalance at birth.

* Adapting to population aging and aging population

- Propaganda and mobilization on the reality of population aging and aging population.

- Prescribe measures to adapt to population aging and aging population.

- Ensure all seniors have health insurance cards.

- Building and developing a network of health care for the elderly at home, in the community and in centralized care facilities.

- Build and expand elderly care services with the active and proactive participation of all subjects and social components.

* Improve population quality

- Strengthen propaganda and mobilization on the goal of improving the quality of the national population.

- Prescribe measures for implementing pre-marital health consultation and examination.

- Prescribe measures for prenatal and neonatal screening, diagnosis and treatment.

- Regulations on building a prosperous, equal, progressive, happy and civilized family; improving population quality.
