Continuing the 29th session, on the afternoon of January 8, the National Assembly Standing Committee gave opinions on the preparation for the 5th extraordinary session of the 15th National Assembly .
Presenting a report on the preparation work for the session, Secretary General of the National Assembly Bui Van Cuong said that at the 28th session, the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and decision 4 contents at the 5th extraordinary session.
Specifically: Consider and approve the draft Law on Land (amended); Consider and approve the draft Law on Credit Institutions (amended); Consider and approve the draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs; Consider and decide on a number of urgent issues regarding State finance and budget.

In addition, Mr. Bui Van Cuong informed that the Government has submitted Document No. 695 to the National Assembly for consideration and decision on the investment policy for the North-South Expressway Construction Investment Project in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section and Document No. 698 to the National Assembly for consideration and decision on adjusting the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period and did not specifically propose a time for submission to the National Assembly for consideration and decision.
In particular, the Gia Nghia - Chon Thanh expressway project currently has no opinion from the competent authority.
" The Secretary General of the National Assembly proposed that the National Assembly Standing Committee consider and agree not to submit these two contents to the National Assembly at the 5th Extraordinary Session, and only submit the 4 contents to the National Assembly as concluded at the 28th session (December 2023) ," said Mr. Bui Van Cuong.
Regarding the planned program, the Secretary General of the National Assembly stated that the 5th extraordinary session will convene at the National Assembly House, including a one-day break so that agencies have time to absorb and complete draft laws and resolutions before submitting them to the National Assembly for approval at the closing session.
Accordingly, the session is expected to open on January 15 and close on the morning of January 18, with the National Assembly taking a one-day break (January 17).
With the expected approval of the draft Law on Land (amended) and the draft Law on Credit Institutions (amended), the National Assembly will spend the first day of the session listening to reports on explanations, acceptance, and revision of the draft laws; discussing in the hall (0.5 day/draft law), focusing only on new points compared to the 6th session and contents with different opinions. These two draft laws will be voted on at the closing session of the session.
Speaking at the meeting, Chairman of the Economic Committee Vu Hong Thanh said that the two draft laws submitted to the National Assembly at this extraordinary session are two difficult and massive draft laws.
" Tomorrow (January 9), the Economic Committee will report to the National Assembly Standing Committee for comments on whether these two projects are qualified to be submitted to the National Assembly or not ," said Mr. Vu Hong Thanh.

The Chairman of the Economic Committee said that, because the preparation time is very short, to ensure the progress of the implementation of the work of receiving and revising, it is necessary to limit the scope of discussion to issues with different opinions of the draft laws, avoiding spreading out.
In addition, it is necessary to arrange reasonable and adequate time so that agencies can fully and comprehensively absorb the opinions of the National Assembly Standing Committee and National Assembly deputies, in order to complete the draft law with high quality.
Also discussing this content, Chairman of the Law Committee Hoang Thanh Tung said that the Economic Committee has made every effort to receive and complete the dossier, then send it to the Standing Committees of the National Assembly and the Government for comments. At the same time, it will be sent to the Standing Committee of the Law Committee for timely review, in coordination with the Standing Committee of the Economic Committee and relevant Ministries.
According to Mr. Hoang Thanh Tung, with the time allocated at the extraordinary session, it is difficult to fully absorb and explain all opinions. Therefore, it is necessary to focus on giving key opinions on the major and important contents of these two draft laws.
