Reporting at the meeting, Ms. Nguyen Thanh Hai, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, said that the Draft Resolution was sent for comments to the Standing Committees of People's Councils, People's Committees, Vietnam Fatherland Front Committees of 63 provinces and centrally run cities and central agencies (Government, Ministry of Home Affairs, Vietnam Fatherland Front Central Committee, Government Office , Ministry of Justice, Standing Committee of the Ethnic Council, Committees of the National Assembly and the Petition Committee of the National Assembly Standing Committee) and was appraised by the Ministry of Justice. The Draft Resolution has been accepted and revised, including 6 chapters and 43 articles.
Regarding the new contents of the draft Resolution, according to Ms. Hai, there are 5 new points. Accordingly, regarding the TXCT after the People's Council session, based on Clause 2, Article 94 and Clause 2, Article 112 of the Law on Organization of Local Government, the People's Council delegates will hold the TXCT to report the results of the session. In practice, the People's Councils at the provincial and district levels still maintain the TXCT after the session. The People's Council session at the commune level usually takes place in a short period of time (1 session or 1 day).
Regular meetings are promptly disseminated and disseminated to voters and the People. Therefore, to ensure implementation in accordance with legal regulations and in accordance with reality, the draft Resolution does not strictly stipulate the reporting of the results of the People's Council's meetings after the People's Council's meetings, but can diversify the forms of reporting to voters. The choice of reporting form is decided by the Standing Committee of the People's Council (Article 19 of the draft Resolution).
Regarding multi-level TXCT, to improve the effectiveness of TXCT work, a solution applied by localities is to jointly organize TXCT between People's Council delegates at all levels. Similar to the National Assembly delegates jointly organizing TXCT with People's Council delegates. Based on that reality, the Delegation Work Committee has stipulated that People's Council delegates at higher and lower levels jointly organize TXCT but not more than two levels (Clause 3, Article 5).
Regarding the TXCT outside the constituency of the People's Council delegates, Ms. Hai stated that: According to Article 94 of the Law on Organization of Local Government, the relationship between People's Council delegates and voters is not only the TXCT activity in their constituency but also TXCT in other units, but it is not a mandatory activity. In fact, People's Council delegates still prioritize TXCT activities in the constituency. Therefore, the Delegation Work Committee has stipulated that when there is a request or wish to TXCT outside the constituency, the People's Council delegate shall send a written request and the program, plan, and content of TXCT to the Standing Committee of the People's Council at the same level regarding the TXCT outside the constituency of the People's Council delegate (Article 23).
Regarding meetings and contacts with individual voters and groups of voters: Direct meetings and contacts with voters and groups of voters are solutions to strengthen the relationship between delegates and voters. The Delegate Working Committee has stipulated the responsibilities of the Front Working Committee in villages and residential groups in coordinating with People's Council delegates and the responsibility to synthesize voters' opinions and recommendations to competent authorities for consideration and resolution (Article 24).
Regarding online and direct election combined with online voting, the Delegation Working Committee said that online and direct election combined with online voting is an inevitable trend in the era of digital technology development, and at the same time to enhance the interaction between delegates and voters. Therefore, Article 26 of the draft Resolution stipulates the order and procedures for People's Council delegates to conduct online and direct election combined with online voting, and this is done when ensuring technical conditions, network information security, and network security.
