5 major trends strongly impacting science, technology and innovation

Working with the Ministry of Science and Technology on April 1, Deputy Prime Minister Nguyen Chi Dung emphasized that after 40 years of renovation, Vietnam has achieved many important achievements, with the goal of becoming a developing country with modern industry and high middle income by 2030 and becoming a developed country with high income by 2045.

"There is not much time left. To achieve the set goals, we must have new driving forces, namely science and technology (S&T) and innovation," the Deputy Prime Minister affirmed.

However, in addition to the encouraging results, the Deputy Prime Minister also pointed out major challenges. That is, the gap in science and technology level with developed countries is still large. Awareness of the role of science and technology, innovation and digital transformation in some ministries, sectors and localities is still inadequate. The legal corridor is not synchronous, there are many "bottlenecks". Research and application of technology have not created strategic breakthroughs. While human resources in science and technology are still seriously lacking, investment in scientific research and digital infrastructure has not met the requirements.


Deputy Prime Minister Nguyen Chi Dung emphasized that science and technology and innovation are the new driving forces to achieve the goal of becoming a developing country with modern industry by 2030.

The Deputy Prime Minister analyzed five trends that have a strong impact on the field of science and technology, including: increasing investment capital in science and technology; rapid development of AI, especially generative AI; close cooperation between the Government, institutes, schools, large corporations and startups in the innovation ecosystem; fierce competition for high-quality human resources, data and computing capacity; along with increasingly flexible policies of countries to lead the field of science and technology, especially in strategic industries such as semiconductors and AI.

Faced with these opportunities and challenges, the Deputy Prime Minister requested the Ministry of Science and Technology to focus on eight key tasks. First, quickly complete the organizational structure, considering this an opportunity to restructure the industry and fields, and rearrange human resources. Second, resolutely implement the policies of the Party and State, especially Resolution 57 of the Politburo, Resolution 193 of the National Assembly and Resolution 03 of the Government.

Third, promote the improvement of institutions and policies towards synchronization and transparency, remove barriers that hinder development, and be determined to eliminate the mindset of "if you can't manage it, ban it". Fourth, invest heavily in digital infrastructure, including the early deployment of two submarine fiber optic cables, a nationwide 5G network, the construction of large data centers, and the development of cutting-edge technologies such as AI, IoT, blockchain, and semiconductors. Fifth, focus on scientific and technological research and the development of high-quality human resources, promote links between the State, businesses, and scientists, and use practical applications as a measure of effectiveness.

Sixth, promote innovation and digital transformation in enterprises, strengthen links between the domestic economic sector and FDI to receive technology transfer.

"How to encourage new technology, improve the capacity of Vietnamese enterprises while still attracting high-quality FDI, shortening the gap between domestic enterprises and FDI enterprises, and bringing our country deeper into the global value chain," the Deputy Prime Minister emphasized.

Seventh, promote international cooperation, utilize resources from advanced countries, international organizations and large technology corporations to enhance Vietnam's internal capacity. Eighth, build synchronous national databases, improve the effectiveness of state management on digital platforms, ensure network security and data safety.

The Deputy Prime Minister also preliminarily agreed with the Ministry's recommendations, assigning relevant ministries and branches to promptly resolve them, especially regarding policy mechanisms, infrastructure investment, database connection and human resource development.
