Party Central Committee members: Phan Van Mai, Chairman of the National Assembly's Economic and Financial Committee; Vu Hai Quan, Director of Ho Chi Minh City National University attended.
The event is a flexible, humane and innovative tuition credit initiative, aiming to accompany students on their learning journey, opening up a comprehensive financial support model in Vietnamese higher education.
With a total limit of up to 50 billion VND, the program will be piloted in the 2025-2026 school year, applicable to full-time undergraduate students of member universities of Ho Chi Minh City National University.
Students can borrow up to 30 million VND/semester (up to 50 million VND/school year) without collateral. The approval conditions are transparent, the procedures are simple, and proof of income is not required.
The program's breakthrough is demonstrated by the 5.5% unsecured loan interest rate. During the study period, students only pay 2% interest per year. The difference of 3.5% is paid by the Ho Chi Minh City National University Development Fund from corporate sponsorship. After graduation, ACB applies a preferential base interest rate, updated periodically, without margin.
Ho Chi Minh City National University and ACB have agreed on a risk-sharing mechanism for overdue debts, demonstrating the strong commitment and sustainable social responsibility of both parties in supporting learners.

Not only for students with difficult circumstances, the program is aimed at all students who want to be financially independent, contributing to training independence and improving personal financial management skills from an early age.
The cooperation between ACB and Ho Chi Minh City National University not only provides resources to support learners, but also lays the foundation for the development of a student credit model with tripartite cooperation (State-School-Enterprise) in the future.
This is also a strong commitment of Ho Chi Minh City National University in expanding strategic cooperation with businesses not only in scientific and technological research but also in school welfare.
