68 comments at the discussion session of the Lam Dong Provincial Party Congress

On the afternoon of October 10, continuing the working program of the 1st Lam Dong Provincial Party Congress, term 2025 - 2030, 8 delegation groups discussed and gave opinions on the Congress documents.

Comrades in the Provincial Party Standing Committee chaired the meeting to summarize the discussion groups.

During the discussion sessions, there were 68 comments contributed to the documents.

Many practical and profound contributions

Regarding the documents of the 1st Provincial Party Congress, term 2025 - 2030, the majority of opinions agreed that the drafts were carefully and scientifically prepared, closely following the orientation and guidance of the Central Government; reasonable layout, comprehensive content, fully reflecting the implementation results of the term 2020 - 2025. At the same time, clearly demonstrating the vision, development aspirations and strategic orientation of the province in the term 2025 - 2030.

Delegates suggested continuing to review and edit to be more concise and succinct, avoiding duplication and supplementing and clarifying a number of related issues.

Regarding the draft Political Report, in the context section, delegates suggested reviewing and editing the content "conflicts and territorial disputes taking place in many regions, even in the ASEAN region, are more complicated, not excluding the risk of widespread war" to: "... strategic competition between major countries, armed conflicts, political instability taking place in many countries...".

Regarding the results of implementing the Resolution for the 2020-2025 term, opinions all agreed that the draft Political Report objectively and comprehensively assessed the situation and results of implementing the resolution of the three provinces before the merger; clearly pointing out the outstanding achievements, limitations, causes and lessons learned.

However, there are opinions that it is necessary to add more specific assessments on promoting the potential and advantages of the province in the past time; it is necessary to synthesize more results of implementing key tasks, breakthroughs and key projects during the term to highlight more the results of leadership and direction of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.

Specific comments for each field

Regarding the socio-cultural field, delegates said that the province has paid due attention, the quality of education, health care and people's lives have been gradually improved. However, it is necessary to clarify the results of implementing national target programs in ethnic minority areas, the movement to eliminate temporary and dilapidated houses and sustainable poverty reduction policies.

In the field of national defense and security, many opinions proposed strengthening the construction of reserve mobilization forces, militia and self-defense forces, and security and order protection forces at the grassroots level to become increasingly stronger.

Regarding the work of Party building and the political system, delegates proposed to continue to strongly innovate the work of cadres, focusing on arranging and using cadres with mettle, capacity, sense of responsibility, daring to think, daring to do, daring to take responsibility for the common interest.

Regarding limitations, shortcomings and causes, delegates basically agreed with the content stated in the report, but requested further clarification of issues such as: Unsustainable growth quality, low disbursement of public investment capital, slow and overlapping planning work.

Deputy Secretary of the Party Committee and Chairman of the People's Committee of Binh Thuan Ward, Nguyen Huu Trung, suggested paying more attention to the development of processing and manufacturing industries.

At the same time, it is recommended to analyze and clarify the causes of the existing problems and limitations due to some overlapping legal regulations, slow planning, site clearance, and land price determination, causing difficulties in project implementation.

In addition, opinions also agreed on the content of identifying a number of major bottlenecks that need to be focused on removing in the coming time, such as: Legal regulations on investment, land, and minerals are still inadequate, planning and infrastructure development work is not synchronous, and coordination between levels and sectors is still limited.

Proposed orientation for the new term

Delegates highly agreed on the viewpoints, goals, tasks and solutions for the 2025 - 2030 term, and at the same time suggested highlighting the position, role and potential of Lam Dong province. Some opinions recommended reviewing and adjusting socio-economic indicators to be closer to reality such as: Average income per capita, urbanization rate, environmental indicators; adding indicators on commune, inter-commune and regional planning until 2030.

Regarding the review report, delegates in 8 groups highly agreed with the advantages in concretizing the implementation of the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term. Delegates agreed with the leaders and directions in performing the tasks of socio-economic development, ensuring national defense, security, foreign affairs, and Party building. Some opinions suggested adding more advantages in mass mobilization, religious work and maintaining security and order.

Party Secretary, Chairman of the People's Council of Quang Phu Commune, Chau Van Bay proposed paying more attention to the issue of minerals.

Regarding the draft Resolution and Action Program, delegates were in high agreement, but requested further clarification of resources for implementation and specific solutions to implement key projects to avoid delays; at the same time, it is necessary to develop a synchronous plan to avoid overlaps, and research the rational exploitation of mineral water and hot water resources, etc.

High consensus with the Documents submitted to the 14th National Party Congress

Regarding the draft documents to be submitted to the 14th National Party Congress, the discussion groups all expressed their high agreement. The delegates said that the documents of the 14th National Party Congress were prepared by the Central Committee with great care, meticulousness and quality. The documents are presented scientifically, reasonably, concisely, easily understood and have high orientation and action. The layout of the documents is clear, the structure ensures logic and harmonious balance between the parts, sections and sub-sections.

Some delegates proposed clarifying the Party's perception of the path to socialism in Vietnam; adding content on organizational work, cadres and promoting people's mastery; at the same time, establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science - technology, innovation and digital transformation as the main driving force for development...
