According to the Ministry of Information and Communications' preliminary report on national digital transformation in the first six months of 2023, 7 out of 9 localities achieved an A rating, the highest level in the ranking, using public service portals based on the VNPT iGate technology solution.
This ranking by the Ministry of Information and Communications assessed the public service portals of 20 ministries and agencies and 63 localities. A rating of A requires a score of 90 points or higher (out of 100), along with full functionality, a user-friendly interface, page load times under 2.5 seconds, and response times under 0.2 seconds. Among the 9 local public service portals that achieved A rating, 7 are using the VNPT iGate technology solution.
VNPT iGate is an information system for handling administrative procedures, developed by VNPT since 2014. It integrates advanced technologies and meets the needs of both online public service portals for citizens and electronic one-stop service systems for government agencies. This allows for faster processing, timely receipt and delivery of results, creating favorable conditions for both citizens and businesses.

This system has been certified by the Ministry of Information and Communications as meeting the functional and technical requirements of the public service portal and the electronic one-stop information system at the ministerial and provincial levels, as stipulated in Decision No. 1697/QD-BTTTT (dated October 23, 2018); Circular No. 22/2019/TT-BTTTT (dated December 31, 2020); and Circular No. 18/2019/TT-BTTTT (dated December 25, 2019) of the Ministry of Information and Communications.
During implementation, the system was continuously upgraded by VNPT to meet new government regulations, such as information security requirements according to document 1552/BTTTT-THH for all customers currently deploying to connect to the National Population Database; completing the interoperability of data warehouses with the data warehouses of organizations and individuals on the National Public Service Portal according to Circular 01/2023/TT-VPCP...
Furthermore, as a technology partner in the digital transformation process, in addition to having an information system for handling administrative procedures that is always ready to meet requirements, VNPT has proactively collaborated with ministries, sectors, and localities to exchange ideas, provide advice, and propose the most suitable plans, roadmaps, and methods for deploying the online public service portal.
The most notable example is the National Population Database project, which the Prime Minister considers a significant event, affirming the efforts to accelerate the national digital transformation process, build a digital economy and a digital society, and serving as an important prerequisite for the Government to build a digital identity for each citizen.
In addition, VNPT has successfully implemented projects such as the National Public Service Portal; the National Document Interconnection System; the Government Reporting and Management System; deployed the Document Management System in over 4000 units; the Intelligent Operations Center (IOC) for over 38 provincial governments; and deployed the operational management reporting system for 29 official units and 33 pilot units...
