Throughout its journey of construction and development, Dong Thap province has always identified caring for the lives and protecting the health of its people as a central and continuous task.

In particular, for people living in disadvantaged island communes, the health insurance policy is implemented as a solid "support system".
To date, the province has 5 island communes: Tan Phu Dong, Tan Thoi, Tan Long, Long Khanh, and Long Phu Thuan.
Immediately after the localities were recognized as island communes, the government apparatus from the provincial to the grassroots level moved vigorously to implement the health insurance policy. Accordingly, the Social Insurance (BHXH) agency of Dong Thap province quickly issued detailed guiding documents.
The most crucial and profoundly humane aspect is that residents of island communes are currently among the groups whose health insurance premiums are fully subsidized by the state budget.
This is of great significance, helping to alleviate the financial burden on people, especially those households facing difficulties, the elderly, or self-employed workers who depend on fishing and farming year-round.
To realize these commitments, local administration is carried out systematically and transparently. The People's Committees of island communes are tasked with thoroughly reviewing and compiling lists of residents in their areas to coordinate with the Social Insurance agency in issuing insurance cards promptly.
For residents who voluntarily enrolled in health insurance before the commune was recognized as an island commune, the provincial Social Insurance agency has issued specific guidelines on refunding the amount paid by residents corresponding to the validity period of their island commune health insurance card.
This process is carried out based on the principle of fairness, ensuring that no citizen is disadvantaged in terms of their rights when there are changes in policy.
Besides issuing health insurance cards, the provincial government also places special emphasis on improving people's access to healthcare services through digital transformation.
During dialogues and outreach activities at the grassroots level, social insurance officials, along with local authorities, actively guide people on the use of chip-embedded citizen identity cards and the VssID and VNeID applications for medical examinations and treatment.

Promoting the application of technology not only helps streamline cumbersome administrative procedures but also creates the most favorable conditions for people in island communes to quickly access high-quality medical services, allowing them to receive treatment with peace of mind without worrying about the risk of falling back into poverty due to illness.
Mr. Huynh Huu Phuc, Deputy Director of the Provincial Social Insurance Department, said: "Issuing health insurance cards to people in island communes is not only implementing the policy according to regulations, but also demonstrates the province's responsibility to care for social security for people in this special area."
The provincial Social Insurance agency is working closely with the People's Committees of communes and organizations supporting the development of beneficiaries to verify the correct individuals, issue cards promptly, guide the refund process quickly, and ensure that all people's rights are fully, conveniently, and transparently implemented.”
Before the new island communes were officially recognized, at the end of 2025, the provincial leadership also issued Resolution No. 43/2025/NQ-HĐND to demonstrate special attention to vulnerable groups.
Accordingly, the province has stipulated very practical health insurance contribution support for people in near-poor households, students, people working in agriculture, forestry, and fisheries with average living standards, and part-time workers at the grassroots level.
For these cases, the provincial Social Insurance agency will also reimburse the difference in health insurance contributions when the state budget adjusts the support level upwards from January 1, 2026.
The reimbursement process is carried out through educational institutions, organizations supporting the development of beneficiaries, commune-level People's Committees, or directly at the Social Insurance agency, providing maximum convenience for the people.
It can be said that, with the close attention and guidance of the provincial leadership, the smooth coordination between the Social Insurance agency, the People's Committees of the communes, and mass organizations has created a solid social security network covering all strata of the population.
These seemingly small but significant policies are contributing to building a sustainably developed Dong Thap, where no one is left behind.
