
According to the National Center for Hydro-Meteorological Forecasting, at 6:00 p.m. on August 18, the center of the tropical depression was located at about 19.9 degrees north latitude; 107.5 degrees east longitude, about 35 km southwest of Bach Long Vi special zone ( Hai Phong ). Strongest wind speed: Level 6-7 (39 - 61 km/h), gusting to level 9.
Forecast in the next 3 hours, the tropical depression will move northwest, speed about 15 km/h.
Due to the influence of the tropical depression, the Gulf of Tonkin (including Bach Long Vi and Cat Hai special zones of Hai Phong city; Co To and Van Don of Quang Ninh province) has thunderstorms and strong winds of level 6-7, gusting to level 9, waves 2-3.5 m high, and rough seas.
On the mainland, coastal areas of Quang Ninh and Hai Phong will gradually increase in strength to level 6, gusting to level 8. From the evening of August 18 to the night of August 19, the Northeast and Thanh Hoa will have moderate rain, heavy rain and thunderstorms with common rainfall of 50 - 150mm, locally very heavy rain over 300mm.
All vessels, aquaculture areas and activities in the above sea areas are at high risk of being affected by strong winds and large waves at sea.
Hai Phong proactively responds to tropical depression

The Chairman of the Hai Phong City People's Committee has just issued an urgent dispatch requesting departments, branches, sectors and People's Committees of communes, wards and special zones to closely monitor the developments of the tropical depression; proactively review and implement prevention plans according to approved scenarios and plans; and be ready with forces and means for rescue when required.
For coastal localities, organize counting and notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of tropical depressions so that they can proactively avoid, escape or not move into dangerous areas; maintain communication to promptly handle bad situations that may occur.
Proactively deploy measures to ensure safety for people in cages, aquaculture watchtowers at sea and vehicles that have returned to anchorage. Inform people and tourists in coastal tourist areas to proactively prevent. Deploy measures to ensure safety for constructions under construction along the coast.
For other localities, proactively deploy measures to prevent tropical depressions in accordance with the development of tropical depressions and local characteristics. The Hai Phong City Civil Defense Command requested the City Border Guard Command, the People's Committees of communes, wards, and special zones to regularly notify and call on ships operating at sea, workers working on aquaculture cages, and watchtowers to take all measures to take shelter in safe places. Arrange to avoid collisions and sinking of ships at anchorage. These tasks must be completed before 4:00 p.m. on August 18.
Resolutely prevent fishing boats and inland waterway vehicles that have entered shelters from operating during periods of strong winds and large waves (if necessary, apply coercive measures).
Strictly prohibit ships from going out to sea, stop all exploitation, aquaculture, fishing and other activities in estuaries, coastal and offshore areas. Stop the operation of the Cat Hai - Phu Long cable car line, tourism and entertainment activities in the sea and island areas from 2:00 p.m. on August 18.
