The Gunners are on the lookout for a quality back-up for David Raya after goalkeeper Neto returned to Bournemouth at the end of his loan spell.
After top target Joan Garcia appeared to give Barcelona the nod, Arsenal turned their attention to Kepa, who is expected to be available for an extremely "soft" price this summer.
Transfer expert Fabrizio Romano confirmed that the Gunners have made moves to buy the Spanish goalkeeper. At this time, Kepa can leave Chelsea for only about 5 million pounds.
