Cai Khe boat lock with a total investment of 436 billion VND, 70% completed, when tested to prevent flooding of many central streets of Can Tho during the highest tide of the year.
On the afternoon of October 31, although the peak tide reached 2.15 m (15 cm higher than alarm level 3), a series of central streets in Can Tho City such as: Ly Tu Trong, Hoang Van Thu, Tran Hung Dao, 3/2, Xo Viet Nghe Tinh, Nguyen Van Linh, Huynh Cuong, De Tham, Xang Thoi Lake area, Bung Xang Lake... escaped flooding. The above-mentioned dry roads are considered a "strange phenomenon" because previously, the peak tide caused flooding of nearly half a meter, affecting thousands of households.
Mr. Bui Thai Thuong, Director of the ODA Project Management Board of Can Tho City, said that the above results were achieved because the Cai Khe boat lock project was put into trial operation since the afternoon of October 30. "We have recorded that most of the areas previously flooded by high tides are now safe and traffic is convenient. The water level in these areas from yesterday afternoon until now is 1.5-1.6 m lower than usual," Mr. Thuong said, adding that the test was conducted with 3 boat lock valves.

Previously, Cai Khe boat lock started construction in September 2022 and is expected to be completed by the end of 2023. This is a project under the Can Tho City Development Project and Enhancement of Urban Resilience (total investment of nearly VND 9,200 billion) invested by the Can Tho City ODA Project Management Board.
The lock consists of 3 main valves (each valve weighs 35 tons, 20 m wide, 6 m high) and 1 5 m valve (weighing 5 tons), built at the head of Khai Luong canal, Ninh Kieu district. The project is designed as a lock and release system to regulate the amount of water in the rainy season. When it is necessary to prevent flooding in the city center, the three sluice compartments will be closed, preventing water from Can Tho river from overflowing. To date, the project is 70% complete with a 20 m valve yet to be installed.

According to Mr. Thuong, the flood prevention items in the core area of the city include 9 small culverts and 3 large culverts forming a closed system, helping to proactively adapt to rising water levels. Of which, 9 small culverts are located on Cach Mang Thang Tam Street, Road 918, Can Tho River embankment area, Cai Son - Muong Khai canal embankment. The three large culverts are Dau Sau, Hang Bang and the largest is Cai Khe boat lock. Currently, these culverts have been completed except for Cai Khe boat lock.
The Can Tho City Development and Urban Resilience Project was approved by the Government in 2016, with the goal of controlling flooding for nearly 2,700 hectares of the center of Ninh Kieu and Binh Thuy districts, protecting more than 420,000 people. The entire project has three components, expected to be completed in mid-2024.
