Ba Ria - Vung Tau has taken action to ease difficulties for the real estate market

On May 17, the People's Committee of Ba Ria - Vung Tau province sent a document to localities in the province to implement the Prime Minister's telegram on focusing on removing obstacles related to land and construction materials to implement investment projects in the construction of expressways and real estate.

Specifically, for real estate projects, the Department of Construction is assigned to direct its affiliated agencies and units to regularly monitor and closely follow developments in the construction market to promptly update and publish prices of common construction materials and construction price indexes to ensure consistency with the average price in the area.

At the same time, deploy and implement Resolution No. 33/2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market; strictly implement regulations on planning; housing development programs and plans to develop social housing.

Real estate in Ba Ria - Vung Tau province is also affected by the general market.

According to this resolution, relevant units need to urgently review and implement the regulation on allocating 20% of residential land in commercial housing projects and urban areas to develop social housing. At the same time, publicize and introduce social housing investment land funds to businesses for research and investment proposals. Plan and arrange social housing projects and housing for independent workers in suitable, convenient locations, with large scale, full technical infrastructure and social infrastructure.

In addition, it is necessary to reserve land funds and call on industrial park infrastructure investors, manufacturing enterprises and real estate enterprises to participate in investing and developing workers' housing and accommodation for workers to rent in industrial parks and economic zones according to the provisions of Decree 35/2022 on the management of industrial parks and economic zones.

Also related to projects, the People's Committee of Ba Ria - Vung Tau province recently issued a document directing the remediation of the situation of "suspended planning" and "suspended projects" in the province. In which, the People's Committees of districts, towns and cities are assigned to review planning projects that have expired and are not feasible in order to promptly organize adjustments or cancellations according to their authority.

Functional units must withdraw and cancel planning projects that are not properly scaled in accordance with current regulations of the Construction Law and the Urban Planning Law. Recall and cancel planning projects whose investment policies and investment certificates have been revoked or for other reasons the project is no longer being implemented. Prepare and approve the list, plans for preparation and adjustment of urban plans and construction plans for the period 2022 - 2025 in localities under the responsibility of the district level, ensuring progress according to the set plan.

For the planning projects previously approved by the Provincial People's Committee, which now have many shortcomings that cannot be implemented, are no longer suitable for the actual situation, and have now had their policies revoked... it is recommended that the People's Committees of districts, towns, and cities organize a review and statistics. At the same time, propose a handling plan and send it to the Department of Construction for synthesis and reporting to the Provincial People's Committee for consideration and decision.

The Department of Construction is responsible for urging and guiding localities in planning management; promptly resolving and removing difficulties and obstacles in the work of establishing, appraising, submitting for approval and managing construction planning.

According to the recently published socio-economic report of Ba Ria - Vung Tau province, local budget revenue in the first 4 months of 2023 is decreasing sharply.

Specifically, in April, the total budget revenue of Ba Ria - Vung Tau province was 7,290 billion VND, reaching 8.23% of the estimate, down nearly 31% over the same period. Accumulated in the first 4 months of 2023, the revenue was about 29,896 billion VND, reaching 33.75% of the estimate, down 20.86% over the same period, of which domestic budget revenue decreased by 21.34%.

The reason is that the real estate market is not as vibrant as the same period in 2022, significantly reducing local budget revenue.
