The Prime Minister cited the Resolution of the 13th Party Congress which set out many big goals such as completing 3,000 km of highways, 1,000 km of coastline... However, at the beginning of the term, "we did not dare to think about investing in high-speed railways, but only thought about removing difficulties for urban railway projects".
"At that time, I also called Finance Minister Ho Duc Phuoc, Construction Minister Nguyen Thanh Nghi and Minister Nguyen Van The to discuss whether the Cat Linh - Ha Dong metro line of more than ten kilometers is still not completed. Why is it not completed? It must be resolved," said the Prime Minister.
The Prime Minister recalled the story of inspecting the Long Thanh airport project at the end of 2022, when "the report had no stamp, no one had signed it, meaning there had been no activity", and the clearance of 5,000 hectares had not been completed...
However, up to now, overcoming many difficulties, the transport infrastructure has made breakthroughs in all 5 areas. Up to now, the target of 3,000 km of road is completed, the expressway will be connected from Cao Bang to Ca Mau . Wherever the expressway and airport are opened, there will be a huge development space, leading to increased land value and urban development.
The Long Thanh International Airport project has made great strides, meeting the basic completion schedule in 2025. That is something no one dared to think of given the mountain of work that needed to be done.
"Without good infrastructure and good people, investors will not come even if the red carpet is rolled out," the Prime Minister said, emphasizing the importance of low logistics costs. Vietnam's logistics costs are still high compared to the world, accounting for 17-18% of GDP while the world's is only 10-11%. In the 2020-2025 term, more than VND600,000 billion has been invested in transportation, accounting for 24% of the country's development investment.

Real estate and housing for low-income people are not as expected
Assessing the bright spots of the industry, the Prime Minister also frankly pointed out a number of limitations that need to be overcome in the new term.
Accordingly, the real estate market has not developed stably. The goal of building housing for low-income people has not met expectations due to bottlenecks in policy mechanisms. The strengths of sea and waterway routes are very large, the most favorable North-South axis is the sea route with a total length of more than 3,000 km but the full potential has not been exploited.
Rapid urban development is not sustainable due to traffic congestion, pollution, and an un-bright - green - clean - beautiful living environment; the construction of databases to serve digital transformation is still slow; policy mechanisms are slow to change, especially in construction licensing management...
"Regarding housing development, I am very impressed with Hue City. Some urban areas and housing are invested in all three segments: rich, middle-income, and low-income. Public infrastructure is complete. I have said many times that social housing is not a waste of money but needs to have adequate infrastructure investment like the higher segments," the Prime Minister noted.
From the limitations pointed out, the head of the Government requested the Party Committee of the Ministry of Construction to thoroughly grasp the valuable lessons learned such as solidarity and unity; policies must respond flexibly and promptly to reality.
Improve the effectiveness of state management, strengthen decentralization and delegation of power in parallel with monitoring, inspection, reduction and simplification of administrative procedures...
In particular, we must contribute to three strategic breakthroughs, including a breakthrough in transport infrastructure. The immediate goal is to have 3,000 km of expressway nationwide by 2025, 1,000 km of coastal road (1,700 km have been completed), develop inland waterways and seaports, implement railway projects, and focus on technology transfer cooperation.
The goal of exceeding the social housing construction plan and completing the project of 1 million social housing units needs to continue to be focused on. The Party Committee of the Ministry of Construction must identify key solutions for leadership and direction. Breakthroughs in developing transportation methods, developing multimodal connections, reducing logistics costs, increasing the competitiveness of goods...

The Prime Minister requested the Ministry of Construction to have a specific plan for technology transfer for the $67 billion North-South high-speed railway project and railway projects connecting with China.
Regarding the industry's planning story, the Prime Minister also recalled the story of "counting cars before building a road, counting people before building an airport". "So the road is already congested before it's finished. Whoever builds a two-lane road calls it a highway. Who has to expand an airport before it's finished, without a long-term vision and big thinking. When building an airport, we have to calculate how the roads will get in and out," the Prime Minister said.
Accepting the Prime Minister's direction, Minister of Construction Tran Hong Minh affirmed that the issues suggested by the Prime Minister will be concretized by the ministry into actions for implementation throughout the 2025 - 2030 term.
