Just 10 days after being elected General Secretary by the 13th Party Central Committee, on August 13, 2024, speaking at the meeting of the Standing Committee of the 14th Congress Document Subcommittee, Comrade To Lam spoke for the first time about a new historical starting point, a new era - the era of the Vietnamese nation's rise. Since then, in exactly 300 days, our Party has made many breakthrough and historic decisions with a new mindset and vision, taking rapid steps in the great journey of the nation, opening up a great path, bringing the country to develop, towards two special milestones: 100 years of the glorious Party's founding (2030) and 100 years of the country's founding (2045)...
In the era of rising up, our Party must create a strong movement, leading the whole society to confidently overcome challenges, realize aspirations, reach goals, and achieve great achievements. The country's reality and the trend of the times require a new mindset and a new strategic vision of the Party.
The situation changes, we must change our thinking.
During his lifetime, V. Lenin wrote: “When the situation has changed and we have to solve tasks of a different kind, we should not look back and use yesterday's methods”. Flexibly and creatively applying Marxism-Leninism to the practice of the Vietnamese revolution, according to President Ho Chi Minh , innovation is the essence of revolution and development. Right when writing the work “The Revolutionary Path”, he pointed out: “Revolution is to destroy the old and replace it with the new, destroy the bad and replace it with the good”. In his thought, all philosophies of innovation aim at the goal: “Whatever is beneficial to the people, we must do our utmost to do. Whatever is harmful to the people, we must avoid at all costs”.
Imbued with Marxism-Leninism and Ho Chi Minh Thought, in the course of leading the revolution over the past 95 years, our Party has constantly innovated and created, leading our country's revolution from one victory to another. Under the leadership of the Party, the Vietnamese people have gone through two glorious eras: the era of independence, freedom, and building socialism (1930-1975) and the era of national reunification, innovation, and development (1975-2025).

Talking to us, Associate Professor, Dr. Nguyen Trong Phuc, former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics ) said: “With the position and strength of the country after nearly 40 years of renovation, along with the changes of the times, it brings opportunities, advantages and challenges when our country enters a new era, the era of national development. The changing historical conditions and circumstances require strong innovations in thinking and concretization into policies and solutions of a turning point, realizing the goals set by the 13th National Party Congress”.
The messages that General Secretary To Lam has delivered recently have been very strong, received a response from the whole society, and created a new vitality for the nation. At the online dialogue and discussion with the theme "The era of national rise - opportunities and challenges" organized by the Government Electronic Information Portal, Professor, Dr. Vu Minh Khuong, lecturer at the Lee Kuan Yew School of Public Policy (National University of Singapore) said: General Secretary To Lam's message is both strategic and groundbreaking. This is a courageous choice to bring the country forward at an outstanding level in the coming time. The message appeals to people's emotions, making people's hearts rise. From there, it creates a resonant force to bring the country forward strongly.
Historic, turning point decisions
In just the past 300 days, our entire Party, people and army have witnessed many turning-point decisions, creating historic movements for the entire nation.
On September 16, 2024, just over a month after being elected General Secretary by the 13th Party Central Committee, Comrade To Lam wrote an article "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage", emphasizing: "Focus on streamlining the apparatus and organizing Party agencies, truly being the intellectual core, the "general staff", the vanguard leading state agencies"; continue to arrange the organization of the political system according to Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th term).
From the major orientations in building a "Refined-Strong-Efficient-Effective-Effective" political system, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system; on March 14, 2025, the Politburo and the Secretariat issued Conclusion No. 130-KL/TW on the policy of reorganizing administrative units at all levels and building a two-level local government organization model (provincial and communal levels). In particular, the 11th Conference (from April 10 to 12, 2025), the 13th Party Central Committee reached high consensus on the following policies: Organizing two-level local government: Provincial level (provinces, centrally-run cities), communal level (communes, wards, special zones under provinces and cities); The number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities), the whole country reduces about 60-70% of the current number of commune-level administrative units.
It can be seen that right after the Lunar New Year 2025, continuously from February to April, our Party has had drastic and groundbreaking directives in streamlining the apparatus of the political system. These policies and decisions have been supported and highly appreciated by public opinion and international friends, considering this a historic opportunity for national development.
Looking back at history, our country has grown from a backward agricultural country, heavily devastated by war. To successfully carry out industrialization and modernization of the country, there is no other way but to move quickly, catch up with the advances of science, technology and Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation, which is considered a resolution of action, demonstrating the strategic vision and political determination of our Party, such as "Contract 10" in science and technology development, aiming to "untie", remove bottlenecks, and promote the development of science and technology.
At the online discussion and dialogue with the theme "The era of national rise - opportunities and challenges", Dr. Nguyen Si Dung, former Deputy Head of the National Assembly Office, assessed: Resolution 57 proposed by our Party is following the trend of the times. We are not missing a beat and are following a model in which Vietnam can promote its strengths. That is the model of a creative and developing State. This is the foundation for us to have a lot of hope in the future.
In order to create resources for the country to rise to prosperity, in the article "Private economic development - a lever for a prosperous Vietnam", General Secretary To Lam affirmed that the private economy is the leading driving force for growth and innovation. This is like a call from the head of our Party to mobilize the maximum strength of the private economic sector, bringing Vietnam steadily into a new era. And Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development is the realization of that call.
If Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation and Resolution 68 on private economic development, creating internal strength and self-reliance for the country, Resolution 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation is considered a "breakthrough decision", like a "card" to open up, bring our country to expand relations with countries and international organizations, and mobilize external resources for socio-economic development. From there, enhance the role and position of the country. This is the idea of "combining national strength with the strength of the times" that our Party has creatively applied over the past 95 years.
Many experts and scientists agree: We must move quickly and strongly in this era of growth, but we must move steadily to avoid the risk of falling behind. To achieve that, General Secretary To Lam has repeatedly emphasized the determination that our Party and State must strive for, which is to maintain a sustainable and long-term double-digit GDP growth target. Because if our country develops as it has in the past, it will always lag behind the region and the world, the middle-income trap is always lurking. We want to stand shoulder to shoulder with the advanced countries in the world, there is no other way but the path of development, we cannot be leisurely, if we do not move faster, we will fall behind.
To achieve the expectation of double-digit growth, our Party determined that it was necessary to make institutional breakthroughs to remove the “bottlenecks of bottlenecks”. This policy was realized right at the 8th Session of the 15th National Assembly. National Assembly deputies discussed thoroughly and decided to pass a large number of laws and resolutions (18 laws, 4 legal resolutions and 17 socio-economic management resolutions) with high consensus and unity.
Along with the above important decisions, our Party continues to promote the fight against corruption, waste and negativity; at the same time, focusing on social security work with many important decisions such as: Exemption and support of tuition fees for preschool children and primary school students; determination to basically complete the elimination of temporary and dilapidated houses nationwide by October 31, 2025; social housing development strategy... creating the response and consensus of the entire Party, people and army.
Those historic, groundbreaking decisions have been and are being implemented resolutely, like lightning-fast steps in the great journey for a strong and prosperous country and happy people...
