According to the decision, Truong An Luc Nam Golf Joint Stock Company (enterprise code: 2400890946) is allowed to change the purpose of use of 146,061.14 m2 of land recovered by the People's Committee of Luc Nam district, complete compensation and support for site clearance.
Including: 138,579.95 m2 of land for other annual crops; 4,104.49 m2 of land for aquaculture; 1,735.50 m2 of land for perennial crops; and a part of rural residential land, irrigation land and traffic land. The entire land area after conversion will be used for the purpose of building sports facilities - golf courses and resorts.
The People's Committee of Bac Ninh province decided to lease the above-mentioned 146,061.14 m2 of land to Truong An Luc Nam Golf Joint Stock Company to implement the project.
Land lease term: Until June 15, 2070; Land lease form: The State leases land with annual payment; Method: Land lease without auction of land use rights, without bidding to select investors; Unit price for land lease: 1,500,000 VND/m2 according to current regulations. The location and boundary of the land plot are specifically determined according to the extracted location map and detailed planning at a scale of 1/500 attached to the dossier.
The Decision also assigns specific responsibilities to relevant agencies:
Department of Agriculture and Environment: Guidance on signing land lease contracts, granting land use right certificates, inspecting and monitoring land use and handling violations (if any).
Department of Finance: Appraise and review investment incentives, determine land rent exemption and reduction according to regulations.
Department of Construction: Inspect and supervise project implementation according to construction permits.
Bac Ninh Provincial Tax Department: Coordinate to determine financial obligations, ensure correct and full collection of budget.
People's Committee of Luc Nam and Bac Lung communes: Complete land handover within 10 working days from the date of decision issuance.
On the business side, Truong An Luc Nam Golf Joint Stock Company is responsible for signing land lease contracts, fully paying financial obligations, putting land into use for the right purpose, and complying with legal regulations on land, investment, construction and environment.
