The National Assembly delegation of Quang Tri province collected comments on draft laws in the fields of education and economics.

On the afternoon of October 6, the Quang Tri Provincial National Assembly Delegation held a conference to collect comments on a number of draft laws expected to be submitted to the National Assembly, including the Law amending and supplementing a number of articles of the Law on Education ; Law on Higher Education (amended); Law on Vocational Education (amended); Law on Bankruptcy (amended); Law on Deposit Insurance (amended); Law on E-commerce; Law on Saving and Anti-Waste.

At the Conference, representatives of departments, branches and training units gave comments on the Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).

Regarding the Draft Law on Vocational Education (amended), the Department of Education and Training of Quang Tri province suggested keeping the name "Intermediate School" and adding the function of organizing training for "vocational secondary school" training programs, to create conditions for Intermediate Schools to continue operating normally; at the same time, adding clear regulations on the concepts of "Intermediate Program" and "Vocational Secondary School Program".

Quang Tri College of Industry and Agriculture proposed a number of contents related to the State's policy on vocational education development; clarifying criteria and output standards between vocational high schools and intermediate schools, avoiding duplication and difficulties in streaming; regulating standards and output standard programs for levels between vocational high schools and intermediate schools; re-planning the network of vocational education institutions; forming (establishing) a number of vocational high schools on the basis of quality intermediate schools...

Regarding the Law on Education, the Central College of Law proposed to unify the phrase "graduated from junior high school" with "confirmation of completion of junior high school program" to create consistency.

Regarding the 4 laws in the economic field, giving comments on the Law on Bankruptcy (amended), the representative of the State Bank of Vietnam, branch in region 8, gave comments on the contents related to the scope of application of the Law on Bankruptcy; the order of asset division to avoid the case of asset division according to false priority order. The Economic and Budget Committee, the Provincial People's Council gave comments on some contents on supplementing regulations on the agency conducting the rehabilitation and bankruptcy procedures; agreed with the viewpoint of changing the name to the Law on Rehabilitation and Bankruptcy to match the expansion of the scope of regulation of the Law project.

Commenting on the Law on E-commerce, the representative of the Department of Industry and Trade proposed to avoid creating technical barriers to protect traditional business types that affect e-commerce; regulate the legal responsibilities of entities in e-commerce, control counterfeit goods, and protect consumers. The Department of Science and Technology also recommended that there should be specific provisions regulating sanctions for livestreamers or business owners who rent livestreams. The Department of Justice recommended to clarify the subjects of electronic trading activities (which entities control taxes and other management).

Regarding the Law on Thrift and Anti-Waste, the Economic and Budget Committee of the People's Council of Quang Tri province suggested that the study of sanctions for handling violations is more "recommended" than binding, therefore, it is necessary to have more specific and clear regulations; specify the level of joint responsibility or compensation responsibility when waste occurs; unify the linkage with other related Laws such as the Law on Public Investment, the Law on State Budget, etc.

Concluding the Conference, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang acknowledged the comments and suggestions from agencies and units; at the same time, the Provincial National Assembly Delegation will continue to receive comments and suggestions in the coming time. The comments and suggestions from delegates and voters will be compiled by the Provincial National Assembly Delegation to be sent to the drafting agency for consideration and comments at the upcoming 10th Session of the 15th National Assembly.
