Checking storm response and recovery activities in Bac Ninh

On October 6, a working delegation of Military Region 1 led by Major General Tran Xuan Manh, Deputy Commander and Chief of Staff, inspected the work of overcoming the consequences of storm No. 10 and preparing to respond to storm No. 11 in Bac Ninh province.

To proactively respond to the storm, the Provincial Military Command has deployed response measures according to the "4 on-site" motto, ensuring timeliness, effectiveness, and closeness to the actual situation. Closely monitor the storm's developments and the flood situation on rivers in the province to direct and respond; arrange forces to be on duty at the 112 hotline according to regulations 24/24h to promptly grasp information, direct and handle when situations arise.

Establish working groups to strengthen inspection of preparations and response to storm No. 11 in localities and units; closely coordinate with key units of the Ministry of National Defense and Military Region I, ready to mobilize forces and means to respond promptly when situations arise...

Previously, immediately after receiving information about storm No. 10, identifying this as a storm with strong intensity and a large area of ​​influence, the Military Command of Bac Ninh province proactively advised the Provincial Party Committee, Provincial People's Committee, and Provincial Civil Defense Command to direct agencies and units to urgently deploy storm prevention and response measures with the most urgent spirit, quickly stabilize the people's situation, bring activities back to normal ; thoroughly handle the affected areas caused by storm No. 10.

In particular, mobilized more than 2,800 officers and soldiers along with supplies, vehicles and equipment to participate in responding to and overcoming the consequences of storm No. 10; coordinated with the police force and grassroots forces to urgently evacuate people and people's property from flooded areas to safe places; participated in dyke protection, helped people harvest rice and crops, minimized damage caused by storms and rains...

Major General Tran Xuan Manh, Deputy Commander and Chief of Staff of Military Region 1, acknowledged and highly appreciated the proactive spirit of responding to and overcoming the consequences of storm No. 10 and preparing to respond to storm No. 11 of the Party Committee, government and armed forces of Bac Ninh province, ensuring the safety of people's lives and property and the state.

Emphasizing that after storm No. 10, the land was already sufficiently hydrated, while storm No. 11 caused heavy rains that could easily lead to flooding, landslides, flash floods, the Deputy Commander of Military Region 1 requested Bac Ninh province not to be subjective or negligent in responding to the storm. In particular, it is necessary to carry out well the work of forecasting the flood situation so that people in affected areas can proactively prevent and evacuate people and property to safe areas.

The Provincial Military Command proactively coordinates with the Police force, coordinates with the main force of the Ministry of National Defense, Military Region 1 to be ready to mobilize forces and vehicles in key areas of dykes, irrigation works, areas at risk of flash floods and landslides to promptly handle situations. There are plans to support people in evacuating assets, harvesting rice and crops, ensuring smooth communication to serve the direction and command of storm response in all situations.

Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi affirmed that the work of preventing and fighting natural disasters, especially storms and floods, has always received special attention from the Party Committee, government and people in the province. Attaching the responsibility of local leaders in the work of preventing and fighting natural disasters; promoting the role of the Civil Defense Steering Committee at all levels, proactively preparing response plans when storms and floods occur according to the motto "4 on-site", preventing early and from afar, not being passive and surprised.

Regarding storm No. 11, the province has directed units and localities to strengthen propaganda work on the storm's developments; identify key areas affected by the storm's circulation to arrange forces, materials and means ready to respond; and directed the Department of Education and Training to guide educational institutions to proactively plan for students to stay home from school when there are storms.

The agricultural sector proactively pumps and drains water to prevent flooding in urban areas, residential areas and industrial zones. Directs and supports people to quickly harvest rice and crops to avoid damage; maintains communication, has plans to ensure medical care, necessities, etc. for people in areas affected by storms and floods.

According to the Bac Ninh Province Hydrometeorological Station, at noon on October 6, the tropical depression weakened from storm No. 11 into a low pressure area on the border area of ​​Lang Son (Vietnam) and the south of Guangxi Province (China). At 1 p.m., the center of the low pressure area was at about 22.2 degrees North latitude; 106.8 degrees East longitude. The strongest wind in the center of the low pressure area decreased to below level 6 (below 39 km/h). It is forecasted that in the next 12 hours, the low pressure area will continue to move mainly in the West-Northwest direction, weakening and gradually dissipating.

From early morning to 1:00 pm on October 6, Bac Ninh province will have moderate rain, some places will have heavy rain and thunderstorms with total rainfall ranging from 20 - 40 mm. It is forecasted that from October 6 to the end of October 7, places in Bac Ninh province will likely have moderate rain, heavy rain and thunderstorms, some places will have very heavy rain. Heavy rain will be concentrated from the evening of October 6 to the morning of October 7; from noon of October 7, rainfall will gradually decrease.
