Environmental sanitation, emergency handling of construction incidents
Due to the impact of storms and rain, from the afternoon of July 17 to 22, the province had showers and thunderstorms, strong winds of level 5, level 6, gusts of level 7; some places such as Son Dong, Luc Ngan, Chu... had heavy rain causing damage to agricultural and forestry production and damage to traffic works.
On July 23 and 24, people in 46 villages and residential groups in Phuong Son ward simultaneously launched a general environmental cleaning campaign. In the past few days, thunderstorms caused many trees to fall down. The commune directed the villages and residential groups to mobilize local forces and means to clean up the scene, cut down damaged trees, and clean up the environment. Officials and members of the association of the elderly and women in Hoa Muc residential group coordinated to collect soil, rocks, and bricks that had fallen due to the collapsed fence wall of the communal house yard.
Thanks to the joint efforts of socio -political organizations, in a short time, the roads were clean and tidy again. In villages and residential groups such as Che, Dong Giao, Quy Thinh, Doan Ket, the women's association replanted trees for shade and flowers such as: Purple afternoon, peony, ten o'clock along the roads in the cultural houses of villages and residential groups.

Not only Phuong Son ward, many other wards and communes in the province also focused on mobilizing human resources and machinery to trim and lower the height of trees on traffic routes, school grounds, village cultural houses, and offices of agencies. In communes along the dike with large agricultural production areas such as Xuan Cam, Hop Thinh, Que Vo, Party committees, functional forces and people collected duckweed, dredged mud, and waste on some canals and culverts across the dike; cleared weeds and encroaching plants on the dike roof.

With the spirit of proactively following the motto of "4 on-site", localities urgently directed and implemented measures to ensure dike safety. The landslide incident of Tram Ha dike, My Thai commune was discovered on July 7 with a serious level of landslide, the landslide position ate into the dike body from 1-1.5m.
Following the direction of the province, the locality quickly took action, mobilizing human resources, cars, and excavators to transport more than 7,500 m3 of soil to reinforce the dike body and surface with a length of more than 200m. Up to now, the dike rolling part on the field side has been basically completed, the locality is continuing to direct the construction to complete the embankment part, and restore the old road surface.
Traffic routes were blocked by landslides, causing damage to road surfaces and some auxiliary works. Agencies, units, localities and businesses have urgently taken action to clear them up to facilitate traffic.

On National Highway 279, through Duong Huu and An Lac communes, DH84 in Bien Dong and Luc Ngan communes, there are landslides, the road surface is severely damaged, greatly affecting the safety of vehicles. Currently, the Provincial People's Committee has a plan to allocate funds for construction and repair. The total estimated investment cost is 18.4 billion VND from the provincial budget reserve in 2025.
Previously, in May and June 2025, there were 9 incidents of landslides, dykes, and irrigation works in the province. Currently, the functional forces have completely built the Van Thai dyke at K9+680 Thai Binh right dyke to serve flood prevention. Regarding the incident of landslides on river banks and beaches in the area of K8+100-K8+500 Cau left dyke, Hop Thinh commune, the dyke has been rolled towards the field with a volume of 1,500/3,000 m3 (50% of the plan). The remaining incidents have been handled in the first hour and continue to be monitored.

Help people stabilize their lives, propose to renovate some dikes
Thunderstorms in recent days have caused much damage to agricultural, forestry and fishery production, forcing dozens of households to evacuate to temporary housing.
Incomplete statistics from communes, wards, and the whole province show that hundreds of chickens have died; many rice fields and fruit trees have been affected. Many families in high-risk areas for landslides in communes along the dike such as Hop Thinh; communes near high mountains such as Tay Yen Tu, Tuan Dao, Phi Dien, Dai Son... have had to move to cultural houses, schools, or relatives' houses to temporarily stay.

The family of Mr. Phung Hai Duong, in Den Co village, Yen The commune, is one of the households that suffered losses. “The storm came so suddenly that it blew off the roof of the chicken coop, causing nearly 300 63-day-old chickens that were about to be sold, causing a loss of more than 20 million VND,” said Mr. Duong. As soon as the weather cleared, the couple reinforced the coop, sprinkled lime powder to disinfect the breeding area to protect the remaining chickens from the risk of disease.
During the storm from July 19 to 22, Bien Son commune suffered heavy damage, with many civil works and schools damaged. The Kindergarten had its roof blown off in the central area and the classrooms in the Trai Lua area, and Bien Son Secondary School had its corrugated iron roof in buildings A and B damaged, as well as some electrical equipment. Although it was summer vacation, teachers from the schools coordinated with the militia and soldiers to quickly clean up the classrooms. The whole commune had 32 households with their roofs blown off and their fences collapsed, with total infrastructure damage estimated at billions of dong.
According to Ms. Nguyen Thi Nam, Secretary of the Bien Son Commune Party Committee, the local Party Committee and authorities have visited and encouraged the affected families, and at the same time called on the whole commune to join hands to overcome the consequences; villages and socio-political organizations actively supported members to repair and reinforce their houses. By July 24, households that had to be relocated to temporary shelters had returned home. Among the households that suffered damage to their houses, there was the household of Ms. Lu Thi Bi, a Nung ethnic group, in Nau Ben village, a poor household with very difficult circumstances. The locality has reported to the authorities for consideration and early support.
Similarly, in Dai Son, Tuan Dao, Tay Yen Tu communes, etc., people have returned to clean their houses and stabilize their lives.
In order to quickly overcome the consequences of storm No. 3 and floods, restore production and business, and stabilize the people's situation, the Prime Minister requested the Chairmen of the People's Committees of the provinces and cities affected by the recent storms and floods to focus on implementing necessary measures to reduce damage, restore agricultural production, promptly drain water, prevent flooding, and protect newly planted rice areas, crops and plants with high economic value. Direct the urgent review, counting, and complete and accurate statistics of damage caused by storms and floods, promptly use the budget reserve and local resources to proactively implement policies to support affected subjects, especially poor and disadvantaged households, policy families, and vulnerable subjects in accordance with regulations... After the merger, Bac Ninh province has 584.8 km of dykes from level I to level V, more than 1,400 large and small pumping stations; 274 reservoirs; 203 dams; more than 12,200 km of irrigation and drainage canals. This is a system of works that plays a very important role in serving the work of preventing and combating natural disasters. However, due to the limited resources of the province, many irrigation works and dykes have been degraded but have not received adequate investment.
To ensure the safety of the construction system, the province proposed that the Central Government consider supporting urgent repair of the longitudinal cracks in the dike body and local spillway on the dike surface from K56+800-K59+300 on the right dike of Cau; investing in upgrading the pumping stations of Vong Nguyet 2, Cam Bao, Ngo Khong, Cong Bun, Thai Son 1,2,3, Quang Bieu; upgrading the left dike of Cau and some other pumping station systems with a budget of about 3 trillion VND.
It is forecasted that in the coming time, the weather will continue to be complicated and unpredictable, negatively affecting production and life.
Based on experience in dealing with floods in previous years and the recent storm No. 3, the province directed that in addition to quickly responding to incidents from the first hour, it is necessary to continue promoting a proactive spirit with the motto "4 on-site"; closely monitor weather forecasts, grasp the situation of areas at risk of landslides and unsafety to have early handling measures, be ready to mobilize human resources and means to prevent and combat natural disasters, and minimize damage.
