The plan aims to seriously and effectively implement the goals of Resolution No. 57-NQ/TW of the Politburo , the tasks and solutions assigned by the Government in Resolution No. 214/NQ-CP, contributing to promoting the creation, connection and sharing of data to serve the comprehensive digital transformation in the province.

Build and complete the creation, updating, standardization, enrichment, connection, and sharing of provincial data into shared national digital platforms and national-scale information systems. Upgrade the province's information systems and shared digital platforms, ensuring that 100% of local information and data systems are integrated, connected, and shared with the information systems of central agencies.

The plan focuses on key task groups including: Continuing to improve institutions, reviewing, proposing amendments, supplements or promulgating legal documents and internal regulations of the province related to the activities of creating, collecting, standardizing, sharing and using data to ensure compliance with the Data Law and Central regulations;

Develop and promulgate specific regulations of the province on management, operation, exploitation of the province's integrated platform, data sharing, document and record digitization process, ensuring legality and efficiency. Synchronize completed databases regularly and continuously over time to the National Data Center, ensuring that data is "correct, sufficient, clean, alive, unified, and shared";

Review, complete, and standardize local databases on digital platforms and shared, unified information systems of the Central Government according to instructions. Prioritize digitization and completion of data sets that directly serve administrative procedure reform, direction, operation, state management, and improve service quality for people and businesses, in accordance with the data architecture of ministries and branches, and complete according to the construction and implementation roadmap of each database.

To effectively implement the contents and tasks of the Plan, the Standing Vice Chairman of the Provincial People's Committee requested departments, branches and localities, according to their functions and tasks, to strengthen coordination and cooperation activities with domestic and international organizations and enterprises to carry out training, research and development activities on data; apply and analyze data to serve the direction, administration, policy making, and support decision-making based on regularly updated data. Review, evaluate and deploy solutions to ensure information security and network security of information systems under management. Proactively organize the construction, collection and enrichment of data for important data and core data prioritized for deployment in the province.

The Provincial Police Department is responsible for ensuring information security and network security to provide, connect, integrate, and share information and data to serve leadership and management.

The Department of Science and Technology guides departments and branches to organize, deploy and use national digital platforms and national-scale information systems provided by ministries and branches in a unified manner. Complete the creation, updating, standardization, connection and sharing of data on the platforms. Preside over and coordinate with relevant agencies and units to review, evaluate and propose plans to upgrade and develop information systems, databases and shared digital platforms of the province.
