Bac Ninh: Regular conference to be held in May 2026

On the morning of June 3rd, the People's Committee of Bac Ninh province held its regular monthly meeting for May 2026. The meeting was chaired by the Chairman of the Provincial People's Committee, Pham Hoang Son.

According to the Department of Finance's report, the socio -economic situation in May achieved many positive results, with key indicators increasing compared to the previous month and the same period last year. Industrial production value reached VND 289.3 trillion, an increase of 14.4% compared to the same period, with some sectors showing high growth such as manufacturing (up 19.63%), electricity production and distribution (up 9.21%), and water supply (up 28.2%).

Total retail sales of goods are estimated at 10 trillion VND, an increase of 1.6% compared to the previous month and a 17.24% increase compared to the same period last year. The province attracted 1.04 billion USD in converted investment capital; the cumulative investment for the first five months of the year reached over 7.18 billion USD. Total state budget revenue from the beginning of the year to date reached 47.14 trillion VND, equivalent to 65.2% of the projected target.

Regarding agriculture , the promotion and sale of lychees has been implemented vigorously with the active participation and cooperation of all levels of government. To date, Bac Ninh has consumed approximately 30.1 thousand tons, with exports accounting for 42.3%, and the average selling price ranging from 60-70 thousand VND/kg.

Efforts to improve the investment and business environment continue to receive attention. By 2025, Bac Ninh province aims to be among the top 5 provinces and cities nationwide in terms of economic governance quality. The satisfaction index of citizens and businesses consistently ranks among the highest in the country.

Regarding education, schools have completed the review of the 2025-2026 school year and successfully organized the entrance examination for grade 10 in the 2026-2027 school year, ensuring objectivity, fairness, and substance. The province has also completed the dossier and submitted the proposal for building a centrally-governed city, receiving strong consensus and support from central ministries and agencies.

Despite positive results, the implementation of socio-economic tasks in May still faced some limitations. The disbursement rate of public investment capital across the province was low, reaching only 12.7% of the plan assigned by the Prime Minister by May 31, 2026. Specifically, 8 units had disbursement rates lower than the provincial average, 4 units disbursed less than 10%, and 44 communes and wards had no disbursed funds.

To promptly address shortcomings and strive to achieve socio-economic targets for the second quarter, the Chairman of the Bac Ninh Provincial People's Committee, Pham Hoang Son, requested all levels, sectors, and communes/wards to focus on implementing key tasks. Regarding the disbursement of public investment capital, he emphasized the responsibility of the heads of localities and units; and requested increased inspection and supervision, and accountability for officials in areas where tasks are slow to be implemented.

The Chairman of the People's Committee of Bac Ninh province instructed the Provincial People's Committee Office to coordinate with the Department of Finance to advise on the establishment of working groups to monitor the progress of socio-economic targets and the disbursement of public investment.

Regarding the double-digit growth target, the Chairman of the Provincial People's Committee requested that all sectors and localities closely coordinate with the statistical agency in updating and providing accurate, complete, and objective data to serve the management and evaluation of task performance. Each sector and field must develop a specific plan to achieve the assigned targets; the results will be an important basis for evaluating the performance of officials and leaders of agencies and units.

To boost investment attraction, the Provincial Industrial Parks Management Board needs to clearly analyze the trends in domestic enterprise production expansion and the attraction of new FDI, and assess the potential for capital flow shifts in order to develop appropriate response strategies.

Vigorously implement social housing and rental housing projects in accordance with the Prime Minister's directives. Focus on improving the component indicators in the PCI and SIPAS. Pay attention to and care for children during the Month of Action for Children; organize well the enrollment periods at all levels...

At the conference, delegates focused on discussing the plan for reorganizing villages and residential areas presented by the Department of Internal Affairs. The province has a total of 2,858 villages and residential areas. Of these, 1,999 villages and residential areas do not meet the standards, while 859 villages and residential areas meet the standards for the number of households as stipulated in Government Decree No. 185/2026/NDCP (villages with 400 households; special villages with 150 households; residential areas with 550 households).

Based on a review of regulations and specific characteristics, the People's Committees of communes and wards will proactively develop plans for the reorganization of villages and residential areas to facilitate management. Specifically, 2,408 villages and residential areas will be reorganized to form 924 new villages and residential areas (a reduction of 1,484), while 450 villages and residential areas will remain unchanged.

For the 924 villages and residential areas that have been reorganized, temporary administrative bodies will be appointed to operate. After six months, the process of electing village and residential area heads will be carried out according to current regulations. Simultaneously, the entitlements and policies under Government Decree No. 154/2025/ND-CP for part-time officials in 1,484 villages and residential areas will be addressed.

Regarding the unified plan for rearranging villages and residential areas, Chairman of the Provincial People's Committee Pham Hoang Son emphasized: The rearrangement must ensure compliance with regulations, timelines, and scale as required by the Central Government. For special cases such as mountainous villages, villages inhabited by ethnic minorities, and particularly disadvantaged villages, the rearrangement should be based on specific provincial guidelines and fully consider all factors, respecting historical and cultural values, and preserving landmarks of special significance to the community.

The Department of Internal Affairs continues to carefully review naming options; minimizing the mechanical division of traditional villages and residential areas for merger into other units in order to create high consensus among the people.

The conference also considered and commented on many other important issues such as: Regulations on the mechanism for collecting and using service fees for student enrollment at all levels of education; decisions on the list and fee levels for services supporting educational activities in the province; regulations on policies to attract and support the training and development of high-quality human resources in the province, giai đoạn 2026 - 2030; regulations on the transfer and reassignment of teachers and staff in public educational institutions; and a plan to strengthen the development of the health system, creating breakthroughs and improving the effectiveness of protecting and caring for people's health in the period 2026 - 2035, with a vision to 2045…
