Bac Yen solves employment for rural workers

Currently, Bac Yen district has nearly 46,000 people of working age, accounting for 69% of the population; of which, agricultural and forestry workers account for 90%. However, only about 25.4% of the district's workforce has received vocational training.

Faced with the above situation, the District People's Committee directed the District Department of Labor, War Invalids and Social Affairs to coordinate with mass organizations, communes and towns to widely disseminate the Party and State's policies and guidelines on vocational training for rural workers. Develop a plan to investigate and survey the vocational training needs of rural workers in communes and towns.

Mr. Thao A Mua, Vice Chairman of Bac Yen District People's Committee, said: The district focuses on directing training on transferring technical advances, vocational training, implementing projects to support production development, changing awareness from small-scale labor habits in agricultural production to applying knowledge and techniques; supporting loans to solve employment problems. Regularly coordinate with units and enterprises recruiting labor to announce information and provide advice on employment so that workers in communes and towns can grasp, research and choose.

From 2023 to present, the district has coordinated with the Provincial Employment Service Center, companies, enterprises, and vocational training schools to organize 45 conferences to disseminate, consult, and introduce jobs for nearly 1,000 workers in communes and towns. Coordinated to organize 14 regular vocational training classes under 3 months for nearly 300 workers, who are ethnic minorities, poor households, near-poor households, and newly escaped poverty households. Coordinated to organize 2 job fairs and career counseling days, helping more than 3,000 people access information on labor recruitment, vocational training, and career guidance at units, enterprises, secondary schools, colleges, and universities. Encouraged business households and cooperatives to participate in training courses to improve the quality of tourism human resources organized by the province and units.

Every year, the District Agricultural Service Center coordinates with the Farmers' Association, Women's Association, and Youth Union at all levels to transfer production technical advances to thousands of people. Implementing models of intensive organic rice cultivation; improving local cows with Sind crossbred bulls; planting grafted pear trees; experimental models of grafting pear eyes on hawthorn trees, caring for mango and longan trees; supporting people to convert production to growing Queen pineapple on sloping land; supporting the development of growing Bat Do bamboo shoots on sloping land; cardamom, purple amomum, producing Shan Tuyet tea... In 2023, the district created jobs for 1,714 workers from the socio -economic development program. Of which, introducing jobs for over 800 workers to work at companies inside and outside the province, supporting 7 workers to work abroad.

Implementing the loan program to create jobs for workers from the job creation fund, from 2023 to present, the District Social Policy Bank Transaction Office has disbursed 108 billion VND to over 2,100 customers.

The family of Ms. Lo Thi Phien, Cang Hop village, Phieng Ban commune, borrowed 100 million VND from the job creation fund from the District Social Policy Bank Transaction Office to invest in building barns and buying more breeding cows. Ms. Phien said: I was able to participate in training courses on livestock breeding techniques and disease prevention for livestock. Thanks to that, the herd of cows grew and developed well. Currently, the family maintains raising 15 buffaloes and cows; 30 breeding goats, bringing in an annual income of over 100 million VND.

At the end of April, Bac Yen district organized the third job fair and career counseling. At the fair, there were 19 enterprises, employers, and training facilities attracting more than 1,200 workers, union members, youth, and students from high schools and junior high schools in the district. Units and enterprises introduced labor recruitment needs, recruitment positions, and policies of enterprises for workers. Consulting, introducing, and guiding on making documents and procedures for exporting labor to Japan, Korea, Australia, etc. and some domestic companies for workers in need.

Mr. Mua A Can, Tra village, Phieng Con commune, said: The job fair helped me get more information about jobs, income levels and advice on suitable jobs for myself. I really want to participate in training courses organized by the district in coordination with business units to improve my qualifications and professional skills, meeting the job requirements of businesses.

To improve quality, shift labor structure, create jobs, and increase income for rural workers, Bac Yen district has strengthened inspection and supervision of vocational training; promoted socialization, linked businesses and labor-using establishments with vocational training establishments. Surveyed vocational training needs of workers to train them in the right profession, in accordance with their aspirations, and in line with local strengths. The district strives to create new jobs for 1,500 workers by 2025; the number of trained workers with degrees and certificates will reach over 26%...
