The statue of President Ho Chi Minh on Co To Island is a historically significant site, attracting many locals and tourists who come to visit, lay wreaths, offer incense, and organize special events.

At the beginning of the term, the province developed and issued a plan for training and developing the team of officials and civil servants, which included organizing political theory training courses, updating knowledge for leaders and managers; training according to job requirements, assigned titles and planning; and training in specialized knowledge, skills, and expertise in some areas the province needed... aiming to build a team of officials and civil servants with good moral character, strong political acumen, and high professional competence to meet the requirements of their tasks.

At the same time, strengthen, consolidate, train, and improve the quality of the team of lecturers teaching political theory and the team of speakers at all levels to meet the standards of political theory and professional qualifications as prescribed; consolidate the team of visiting lecturers; and form a team of speakers at all levels with the number and structure appropriate to the requirements and tasks of the locality.

The province is urgently compiling the book "History of the Quang Ninh Provincial Party Committee, Volume V (2005-2025)". This is a valuable document to effectively serve the education of cadres, Party members, and the people, especially the younger generation... "The book must ensure scientific accuracy, Party principles, authenticity, and educational and propaganda value, reflecting the comprehensive results of the 20-year journey of building and developing Quang Ninh province," said Comrade Nguyen Hong Duong, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department and Deputy Head of the Book Collection and Compilation Committee.

The conference provided training on knowledge and operational skills for delegates of People's Councils at all levels for the 2026-2031 term.

Firmly committed to protecting the Party's ideological foundation, combating erroneous viewpoints, and enhancing the fighting capacity and exemplary pioneering spirit of Party members, Quang Ninh province has implemented the "Party Branch 35" model – thematic discussions on protecting the Party's ideological foundation throughout the entire Party organization. Quang Ninh is also the first locality in the country to develop and issue pilot guidelines for thematic discussions on protecting the Party's ideological foundation and combating and refuting erroneous and hostile viewpoints on the internet. The content of the "Party Branch 35" thematic discussions focuses on two groups of issues: protecting the Party's ideological foundation and combating and refuting harmful, toxic information, erroneous, and hostile viewpoints. In particular, it emphasizes the combination of "construction" and "combat," prioritizing "construction" and considering "combat" as important and urgent. To date, 50 Party branches in the province have organized "Party Branch 35" discussions. It is expected that by the end of 2027, the entire province will have completed the establishment of 105 Party branches for regular meetings.

Evaluating practical experiences at Party branches and conducting thematic meetings on "Party Branch 35" actively contributes to fostering knowledge and skills in identifying and responding to the subversive plots and tactics of hostile forces; increasing ideological "resistance" and preventing and repelling ideological, moral, and lifestyle degradation among cadres and Party members.

Spreading positive values

The comrades in the Dong Cam village Party branch (Hoanh Mo commune) propagated and mobilized people to donate land to expand the village cultural center's grounds.

Dong Cam village, located in the border commune of Hoanh Mo, has a population of 95% ethnic minorities. The local authorities prioritize raising awareness among the people about policies and directions for firmly protecting border sovereignty and promoting socio-economic development. As the political "nucleus" in leading the Party branch and also the "captain" in organizing and assigning tasks within the village, Comrade Lo Thi Hoai, Secretary of the Party Branch and Head of Dong Cam village, is always dedicated and responsible to the Party organization, government, and people, working with the Party branch collective to bring about continuous development in Dong Cam.

Thanks to the exemplary conduct and close engagement with the villagers by Party members in the branch, the village has recently successfully mobilized villagers to donate land, labor, and resources to expand the cultural center's grounds, add a playground, and build spacious and convenient internal village roads. Many new economic models that bring high income have also been adopted by the people of Dong Cam. The village no longer has any poor households, its cultural identity is being promoted, and the material and spiritual lives of the villagers have improved. Therefore, the Party deeply understands the motto "using the good to overcome the bad," "using the positive to push back the negative," using "construction" to "combat," and "greening positive information"... Quang Ninh province is a pioneer in the country in making "Learning and Following Uncle Ho's Teachings" a major emulation movement since 2022. To date, the entire province has 959 registered "Learning and Following Uncle Ho's Teachings" models, of which 233 have been recognized and awarded.

Typically, the "Three Best" movement (Most Disciplined, Most Loyal, Closest to the People) with the motto "Discipline is the foundation - Loyalty is the core - Closeness to the people is the measure" is being implemented as a measure of the quality, competence, and prestige of each police officer, building a positive image of the people's police officer in the hearts of the people. Many localities also choose to implement projects that benefit the people and contribute to community development. A prime example is Yen Giang 12 (Quang Yen ward) – one of 21 exemplary collectives honored and commended at the Conference to honor and commend outstanding examples in the "Learning and Following Uncle Ho" emulation movement in 2025, with its "Model of mobilizing people to participate in building civilized streets and safe neighborhoods in terms of security and order." In 2024-2025, Yen Giang mobilized people to participate in overcoming the consequences of Typhoon YaGi; installing street lighting systems; painting propaganda murals; building mini football fields, etc. Many households demonstrated a spirit of solidarity, voluntarily contributing labor, funds, and beautifying their family yards. The Party's historical practice has affirmed that its strength or weakness stems primarily from the state of its ideological foundation and the quality of its political and ideological work. A solid ideological foundation creates unity in awareness, will, and action throughout the Party, thereby spreading to form a powerful force of social solidarity.
