On the morning of July 6, the Central Party Secretariat held a conference to disseminate and implement Directive No. 23-CT/TW, dated May 25, 2023 on "Strengthening the Party's leadership in ensuring traffic order and safety (TTATGT) in the new situation". The conference was held online from the headquarters of the Ministry of Public Security to 63 provinces and cities nationwide with 35,000 delegates attending.

Attending the conference at the central location were Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai; General To Lam, Politburo member, Minister of Public Security; Deputy Prime Minister Tran Luu Quang, Chairman of the National Traffic Safety Committee; leaders of central departments, ministries and branches. Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee attended at the Ho Chi Minh City bridge point.

At the Dak Lak provincial bridge, there were comrades: Nguyen Dinh Trung, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Ngoc Nghi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Major General Le Vinh Quy, member of the Provincial Party Standing Committee, Director of the Provincial Police; and representatives of leaders of departments, branches and sectors of the province.

Traffic safety situation is still complicated

Speaking at the opening of the conference, General To Lam, Politburo member and Minister of Public Security, said that Directive No. 23 was issued on the basis of summarizing 10 years of implementing Directive No. 18-CT/TW, dated September 4, 2012 of the Party Central Committee Secretariat on "Strengthening the Party's leadership in ensuring traffic safety on roads, railways, inland waterways and overcoming traffic congestion"; at the same time, adding new policies and solutions suitable for ensuring traffic safety in the new situation. To create synchronization and unity in implementation nationwide, the Party Central Committee Secretariat organized a conference in person combined with an online conference to disseminate and deploy the Directive.

Minister To Lam emphasized that after the Secretariat issued Directive No. 18, all levels and sectors have thoroughly grasped, seriously implemented, and concretized it through many resolutions, directives, and action programs with synchronous and drastic solutions to ensure traffic safety. Many resources have been devoted to developing traffic infrastructure, mobilizing the strength of the entire political system of the people, contributing to positive changes in ensuring traffic safety. Especially in recent times, there have been many creative ways such as controlling alcohol concentration, controlling overloaded and oversized vehicles, etc.

Regarding the state management of traffic safety, in recent times, Party committees at all levels have directed to focus on developing and perfecting legal documents, creating a tight legal corridor and favorable conditions for functional forces to deploy measures to ensure traffic safety. The Ministry of Public Security also directed to tighten the management of vehicle registration, vehicle quality inspection; coordinate with the Ministry of Transport to organize inspections and evaluate the current status of training, testing and granting of driving licenses... Patrolling, controlling and handling traffic accidents (TNGT) have also been promoted. In 10 years, 190,020 traffic accidents have been investigated and handled, the Investigation Police Agency and the Traffic Police Department - Local Public Security have initiated 43,671 cases, 42,588 defendants (administrative and civil handling according to regulations: 146,349 cases); The People's Procuracy at all levels prosecuted 41,256 cases, 41,822 defendants; the People's Court at all levels tried 41,140 cases, 41,785 defendants.

This has contributed to general deterrence and prevention; at the same time, the awareness of traffic participants in voluntarily complying with regulations on ensuring traffic safety has also been raised. The number of deaths due to traffic accidents decreased from 10,000 in 2012 to 7,000 in 2022; in the first 6 months of 2023 alone, there were 548 fewer deaths due to traffic accidents compared to the same period last year. Traffic congestion has been limited; the traffic infrastructure system has developed strongly; the quality of transportation has been increasingly improved, contributing to improving the effectiveness and efficiency of state management of traffic safety, effectively serving the task of socio-economic development of the country.

In addition to the achieved results, the Minister of Public Security assessed that the traffic safety situation is still complicated. The acts of resisting law enforcement officers in ensuring traffic safety tend to increase in nature, severity and recklessness. Only for the traffic police force, there were 362 cases of resisting law enforcement officers, causing 4 officers to die and 194 officers to be injured. The damage caused by traffic accidents is still very large. In the past 10 years, on average, about 20,000 traffic accidents occurred each year, killing 7,000 people and injuring about 16,000 people. Of which, about 70% of the casualties were of working age, causing very serious consequences for society, making people worried and insecure when participating in traffic. Besides, there is still a situation where local Party committees and authorities do not pay attention to this work, state management of traffic safety still has many shortcomings, responsibilities of each field have not been clearly defined, leading to low effectiveness and efficiency...

Concretizing Directive No. 23 into practical situations

At the conference, Deputy Prime Minister Tran Luu Quang thoroughly grasped and deployed the core contents of Directive No. 23. Accordingly, the Secretariat requested Party committees at all levels, authorities, the Vietnam Fatherland Front and socio-political organizations to focus on implementing well 6 groups of key tasks and solutions, including: Strengthening leadership, direction, inspection and urging the strict implementation of the Party's guidelines and policies, the State's policies and laws on ensuring traffic safety; Perfecting the legal system, promoting decentralization and delegation of powers, clearly defining responsibilities in state management of traffic; Strengthening propaganda, dissemination and education of laws to raise awareness and responsibility of cadres, party members and people on ensuring traffic safety; Focusing resources on building and developing traffic infrastructure, enhancing the application of science and technology, international cooperation in the field of traffic; Improving management, operation and coordination capacity of forces in ensuring traffic safety; Fundamentally overcome traffic congestion in major cities.

In her concluding remarks at the conference, Comrade Truong Thi Mai, Standing Member of the Secretariat and Head of the Central Organizing Committee, commended and highly appreciated the efforts of all levels, sectors and traffic police forces nationwide in controlling traffic safety, curbing traffic accidents, and contributing to reducing alcohol-related crimes.

However, in reality, the results achieved have not yet met the requirements, the number of traffic accidents, violations, and traffic congestion has decreased but not significantly, this issue is a concern of the Party and the State. The numbers of deaths and injuries behind them are the pain and great loss of many families and society. From there, it is required to promote the strength of the entire political system and the entire population to ensure traffic safety, contributing to the sustainable development of the country and the peaceful and happy life of the people.

Comrade Truong Thi Mai requested all levels and sectors from the central to local levels to urgently organize the dissemination and concretization of Directive No. 23 of the Secretariat into practical situations, especially promoting the role and responsibility of leaders. In addition, it is necessary to promote decentralization and delegation of authority, clearly defining the responsibilities of each agency, unit and individual; organizing the planning of the traffic network; strengthening propaganda to raise awareness of the community, in which it is necessary to promote the role of press agencies.

In particular, each cadre and party member must uphold the spirit of responsibility, set an example before the people, strictly prohibit all acts of interfering with traffic violations; increase the mobilization of resources to develop traffic infrastructure, apply scientific and technological advances to effectively implement the work of ensuring traffic safety...
