According to the report of the Department of Agriculture and Environment, the whole province has planted over 22,000 hectares of rice in the summer-autumn crop, reaching over 98% of the plan. Currently, rice is in the seedling and tillering stage. Upland crops such as cassava, peanuts, beans, etc. are in the stage of developing stems, leaves, tubers, etc.

However, due to the impact of storm No. 1, from the evening of June 10 to June 13, there was widespread heavy rain in the province, many places had heavy to very heavy rain, combined with flood water from upstream rivers rising, pouring down strongly causing flooding of many rice and crop areas, greatly affecting agricultural production and people's lives in the province.

Through actual inspection, the whole province has more than 21,400 hectares of rice and 3,800 hectares of crops deeply submerged in water; about more than 5,200 poultry and some livestock died; more than 620 hectares of aquaculture were flooded, washed away and many irrigation works were damaged, estimated damage of more than 675 billion VND.

In order to urgently restore damage caused by floods to agricultural production, reorganize production, ensure a stable source of income for people, and contribute to completing socio -economic targets in 2025, based on experience and forecasting, the Department of Agriculture and Environment proposes to focus on draining nearly 18,000 hectares of rice fields that are still flooded in localities.

Accurately assess the level of impact after the water recedes, delimit areas of young rice, long-term flooding, and irreparable (damage over 70%), in high fields with good drainage to promptly support short-term and extremely short-term varieties such as Khang Dan 18, HN6, An Sinh 1399, HG244, QC03... for people to re-sow, no later than June 20, 2025.

For areas affected by less than 70% and capable of recovery, focus on care solutions according to instructions to help rice plants recover quickly, shorten growth time, and ensure harvest no later than September 5 for low-lying areas of Hai Lang and Trieu Phong and before September 20 for high areas with good drainage.

For damaged upland crops, organize field sanitation and switch to growing short-term crops such as green beans, sesame, residues, vegetables of all kinds... with an area of ​​about 2,750 hectares, no later than June 30 to minimize damage from late-season natural disasters.

Focus on taking care of the remaining affected upland crop area. Proactively develop a plan to expand the area of ​​early autumn-winter crop to increase income, improve economic efficiency per unit area and compensate for lost output caused by natural disasters. Urgently organize disinfection, treat the environment for livestock and aquaculture, combine with implementing spring vaccination and quickly repopulate poultry...

After listening to the opinions of the delegates, concluding the conference, Director of the Department of Agriculture and Environment Ho Xuan Hoe emphasized that the impact of storm No. 1 is an unprecedented natural disaster in the province, requiring professional agencies and localities to act quickly, correctly and synchronously, if they do not want the damage to continue to extend to the next production seasons and directly affect people's livelihoods.

Therefore, to restore production, for heavily flooded rice areas, localities are required to instruct people to only re-sow in highland areas with good drainage, using short-term and extremely short-term varieties with a growing period of less than 85 days. Balance the sowing time to ensure harvest before September 15.

For areas with less than 70% damage, it is necessary to focus on recovery by technical measures such as pruning, fertilizing, using root stimulants, and preventing pests and diseases. For vegetable and upland crop areas, it is recommended to switch to green beans, sesame, and various vegetables, ensuring harvest during the season to compensate for the shortfall in output. Quickly clean and disinfect, supplement nutrients, and re-stock under control, ensuring biosecurity for livestock and aquaculture.

Assign the Department of Irrigation and Natural Disaster Prevention to urgently advise on the issuance of the Provincial Disaster Situation Order, as a legal basis for mobilizing human and material resources to respond to production as quickly as possible. Request specialized units in the sector to assign specialized staff to each locality to support timely and effective recovery and production restoration. At the same time, advise the Provincial People's Committee to submit to the Ministry of Agriculture and Environment for support of 130 tons of Khang Dan seeds, 10,000 liters of Benkcid chemicals, and 80 tons of Chlorine to restore production.

Propose that the Department of Finance allocate the provincial budget and at the same time unify the mechanism for appointing the Seed Center to supply seeds and provide post-investment support according to the principles of publicity, transparency, and avoiding loss.
