Private health care is an indispensable part of the national health system.

(Chinhphu.vn) - On the morning of August 3, Deputy Prime Minister Mai Van Chinh attended the 3rd Congress for the 2025-2030 term of the Vietnam Private Hospital Association, which was solemnly held.

On this occasion, General Secretary To Lam; President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man , Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen sent flower baskets to congratulate the Congress.

Speaking at the Congress, Minister of Health Dao Hong Lan emphasized that a comprehensive, effective and sustainable health system cannot lack the participation of both the public and non-public sectors.

By 2024, the country will have more than 400 private hospitals and tens of thousands of clinics, accounting for about 24% of the total number of hospitals nationwide. The number of private medical facilities participating in health insurance examination and treatment has also increased rapidly, from 14.5% in 2010 to more than 1,100 facilities in 2024. Private health care is contributing to reducing the burden on public health care and expanding access to high-quality services for people.

Prof. Nguyen Van De, Chairman of the Vietnam Private Hospital Association, said that as an organization representing the private healthcare community nationwide, the Association has persistently carried out its mission of bridging healthcare facilities and state management agencies; proactively participating in building and reviewing legal policies, promoting a favorable investment environment and harmonious development between private and public healthcare.

The Association also plays a role in creating a wide network of professional cooperation among members, promoting connections, improving service quality, and ensuring that patients are always at the center.

During the 2025-2030 term, the Vietnam Private Hospital Association sets out two major orientations: Encouraging members to expand investment, develop new hospitals, upgrade scale and facilities; at the same time, promote the application of science and technology, and deploy advanced medical examination and treatment methods.

Minister Dao Hong Lan asked the Association and its members to focus on improving the quality of medical services, building a reputable brand, and taking patients as the center.

Promoting digital transformation, applying artificial intelligence and big data in medical management and treatment.

Strengthen coordination with public health, participate in community programs, satellite hospitals and medical tourism.

Training high-quality human resources, focusing on medical ethics and hospital culture.

Promote international cooperation, attract investment, transfer technology and master modern medical techniques.

Innovate the Association's organization, promote the role of policy criticism, and support members to develop in the right direction and in accordance with the law.

According to Minister Dao Hong Lan, as a state management agency, the Ministry of Health is synchronously implementing many strategic solutions to remove barriers and promote the development of private healthcare in an open, transparent, professional and sustainable manner.

In recent years, the Ministry of Health has proactively reviewed, revised and submitted to the National Assembly for approval many important legal documents to create a favorable legal corridor for the health sector, especially the non-public sector. Notably, the Law on Medical Examination and Treatment (amended) will take effect from January 1, 2023, the revised Law on Pharmacy and the revised Law on Health Insurance will take effect from July 1, 2024. Along with that, a series of guiding decrees and circulars have removed obstacles, contributing to stabilizing and promoting the development of the health sector.

The Ministry of Health has identified administrative procedure reform as a breakthrough to promote a healthy investment environment. During the 2021-2024 period, the health sector has cut 785 business conditions, accounting for more than 25% of the total number of procedures cut by all ministries and sectors – the highest in the country.

Notably, nearly 90% of administrative procedures in the field of medical examination and treatment have been decentralized to localities. The food safety sector alone has reached 75% decentralization, and the pharmaceutical sector 50%. The remaining procedures at the Ministry of Health are mainly related to specialized expertise, requiring national-level expert capacity.

Along with decentralization, the Ministry also promotes the application of information technology, deploys online application submission, ensures publicity and transparency, contributes to preventing negativity and creates maximum convenience for people and businesses.

The Minister of Health said that it is necessary to have special preferential policies on tax, land, and credit for medical enterprises; perfect regulations on public-private partnership (PPP) in the health sector, remove barriers that are hindering development to encourage private health care to invest in: High-quality services, scientific research, production of drugs, vaccines, medical equipment, testing, inspection and health care for the elderly, children, people with disabilities, and disadvantaged areas. At the same time, promote the formation of large-scale, specialized hospitals of national and international stature.

The leaders of the Ministry of Health pledged to always accompany the private health sector, listen to and promptly resolve difficulties, and create favorable conditions for the private health system to develop in the right direction of the Party, the National Assembly and the Government. At the same time, they hope to continue receiving comments and recommendations from the Association to perfect policies and management models in accordance with reality.

"Localities and relevant ministries and sectors consider private healthcare an indispensable part of local healthcare development planning; create favorable conditions for land and administrative procedures; promote dialogue and encourage public-private partnership in healthcare for people," Minister Dao Hong Lan expressed and believed that with a high sense of responsibility and the active participation of all members, Vietnam's private healthcare will enter a new stage of development - modern, professional, cohesive and sustainable, making an important contribution to building a fair and effective healthcare system in the new era.

At the Congress, authorized by the Prime Minister, Deputy Prime Minister Mai Van Chinh awarded the Prime Minister's Certificate of Merit to the Vietnam Private Hospital Association and the Prime Minister's Certificate of Merit to Mr. Nguyen Van De, Chairman of the Vietnam Private Hospital Association.

Minister of Health Dao Hong Lan presented the "For People's Health" medal to 23 individuals of the Vietnam Private Hospital Association.

On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Vice President Hoang Cong Thuy presented the Congress with a banner bearing the words "Pioneering the socialization of healthcare - Contributing to people's health, spreading the spirit of great national unity".

Mr. Hoang Cong Thuy received 10 solidarity houses for the poor from the Vietnam Private Hospital Association.

The Vietnamese private medical community also supported the flood-affected people of Dien Bien province with 1 billion VND.
