Issuing the Program of preparatory university training subjects

The Ministry of Education and Training has just issued Circular No. 20/2025/TT-BGDDT on the Program of preparatory university training subjects.

The issuance of this Circular is to meet the requirements of knowledge training for ethnic minority students who have graduated from high school and have sufficient capacity and qualities in subjects according to career orientation.

The newly issued Circular also aims to concretize the Party and State's ethnic policies in the spirit of Resolution 29-NQ/TW dated November 4, 2013, the 2019 Education Law and Resolution 71/NQ-TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

Previously, in 2021, the Ministry of Education and Training issued Circular No. 44/2021/TT-BGDDT dated December 31, 2021 promulgating the Regulations on enrollment, pre-university training; consideration of transfer to university and college level in Early Childhood Education. This Circular identifies cultural knowledge training in career-oriented subjects as an important part of the education system of specialized schools. However, the 2024-2025 school year is the last school year to implement Circular 48/2012/TT-BGDDT dated December 21, 2012, issuing detailed outlines of 11 pre-university subjects.

The 2025-2026 school year will begin implementing the new University Preparatory Course Program, which is built on the basis of the 2018 General Education Program. Therefore, the issuance of the University Preparatory Course Program is an urgent task, ensuring quality, consistency and long-term strategic orientation for education in university preparatory schools. The University Preparatory Program contributes to ensuring fairness in access to education, minimizing the gap in education quality and human resource quality between regions in the country.

Specifically, pre-university students are provided with cultural knowledge in three subjects according to the subject combination used for admission to pre-university schools (subject 1, subject 2, subject 3 including the following subjects: Math, Literature, English, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, Technology) and English, Information Technology (in which Information Technology is included as a cultural knowledge subject).

The Circular stipulates that for subject combinations that include both Math and Literature, the time for Math is 8 periods/week, and the time for Literature is 7 periods/week. At the same time, practice and experiment content for natural sciences in each topic should be increased, information technology should be promoted, and students should be oriented in exploiting and using AI technology in each subject.

The duration of the preparatory training is one academic year. The principal of the preparatory school decides on the Academic Year Plan to ensure 28 weeks of actual study, with the remaining time for review, final exams and other activities.

The program has a flexible structure with about 70% of content and duration required; 30% of content and duration are proactively developed by the school to suit the needs of students and the conditions of the school.

The issuance of the Circular has had a positive impact on lecturers and students at preparatory colleges. For teachers, the Preparatory College Program requires teachers to have solid professional knowledge, actively innovate teaching methods, and diversify teaching and learning methods to promote students' initiative and creativity in learning.

For students, the Cultural Knowledge Training Program is oriented towards consolidating and systematizing knowledge in general education, while also having advanced content and topics to meet learners' aspirations, preparing knowledge, skills, abilities and qualities to orientate towards universities.
