On the afternoon of August 7, Ms. Le Thi Thanh Xuan - Director of the Department of Education and Training of Dak Lak province - said that the whole sector is currently short of 695 teachers and staff.
Although the number has been reviewed and counted by the affiliated units, the province has not yet assigned additional quotas. This has caused many difficulties in recruitment, contract signing and personnel arrangement.
With less than a month left until the opening day, many localities have yet to complete staff preparation.
According to Ms. Xuan, the delay in assigning staff comes from problems in the decentralization management mechanism, between the Law on Organization of Local Government and Decree 142 of the Government on decentralization of education management.
"We have sent a document asking for opinions from the Ministry of Home Affairs and the Ministry of Education and Training, but so far the two ministries have not reached an agreement, so the locality has not been able to issue necessary decisions, affecting preparations for the new school year," said Ms. Xuan.
According to Ms. Xuan, the province has not yet assigned the staffing quota to the department for recruitment, while the new school year is approaching. Regarding facilities, the high school level basically meets the requirements, but from the middle school level down, only about 75% of the preparation progress has been achieved.
