The program is identified as a strategic step to strongly promote innovation activities nationwide, build a solid foundation for the development of science , technology and innovation, contributing to the goal of Vietnam becoming a modern industrialized country with high average income by 2030.

Accordingly, by 2030, innovation will play a key role in the development of Vietnamese culture, society and people, bringing Vietnam into the group of 40 leading countries in the world in the Global Innovation Index (GII). The level of science, technology and innovation will reach advanced levels in many fields, ranking among the leading countries with high average income. Notably, the culture of innovation will be widely spread in social life, forming a driving force for sustainable development from businesses to the community.
Along with that, labor productivity and human resource quality increased: The contribution of total factor productivity (TFP) to economic growth was over 55%; the contribution of innovation to GDP growth was over 33%; the rate of enterprises with innovation activities reached over 40% of the total number of enterprises. The innovation ecosystem was completed and developed. The number of patent applications and patent protection certificates increased by an average of 16-18%/year, the rate of commercially exploited patents reached 8-10%.
The requirement for the Action Program is to ensure comprehensiveness, synchronization, determination and effectiveness with full coverage of the five main pillars of innovation in Vietnam: Technological innovation, efficiency improvement, technological creation, creative startups and innovation culture.
To achieve the above goals, the Ministry of Science and Technology has proposed key tasks and solutions, such as: Raising awareness and developing a culture of innovation; Perfecting institutions, mechanisms and policies to promote innovation; Increasing investment and perfecting infrastructure for innovation; Developing human resources to meet the requirements of innovation development; Strongly promoting initiatives, technical improvements and innovation for people and businesses.
The action program not only has an orientational meaning, but also a commitment to action by the Ministry of Science and Technology in making innovation a key driving force for socio-economic development in the coming period.
