Ministry of Science and Technology accompanies Tuyen Quang in operating the two-level local government model

On September 19, 2025, the working delegation of the Ministry of Science and Technology (MOST) worked with the People's Committee (PC) of Nong Tien ward and Thai Binh commune, Tuyen Quang to grasp the situation, record results, and at the same time remove difficulties and obstacles in the process of implementing Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

According to Mr. Pham Ngoc Hai, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Nong Tien Ward, after two months of implementing the two-level local government model, the ward has received and resolved 2,372 records, of which 330 records were received online and 2,042 records were received directly. The rate of completed records reached over 97%. The operation of the government apparatus was carried out smoothly, ensuring that work was not delayed or interrupted; the Ward Public Administration Service Center was equipped with modern facilities and equipment; the reception, resolution and return of administrative procedure results were carried out in accordance with regulations, creating a change in the effective and efficient operation of the new government...

Receiving the working delegation, comrade Le Anh Son, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thai Binh commune, said that in 2 months of operation, the People's Committee of Thai Binh commune has received 635 records, of which 603 records were online and 32 records were in person, the on-time settlement rate reached over 98%. All commune officials and civil servants are equipped with computers with internet connection and digital signatures. Over 90% of the outgoing and incoming documents of the People's Committee of the commune are made on the Electronic Document Management Software. Organizations and individuals all use VNeid level 2 to carry out public administrative procedures instead of using citizen identification cards as before.

However, comrade Le Anh Son also pointed out that, despite achieving positive results, Thai Binh commune still faces many difficulties and problems such as: human resources specialized in science and technology, innovation, and information technology at the commune level are still lacking and weak; new cadres do not have practical experience; difficulties in building a digital data warehouse; data connection between the commune's system and ministries and branches is sometimes not smooth.

Representative of the working delegation, Mr. Duong Ton Bao, Deputy Director of the Department of Personnel Organization, Ministry of Science and Technology acknowledged the efforts of Nong Tien ward and Thai Binh commune in implementing the local government operation. Regarding the difficulties and problems in the process of operating the two-level local government in the field of science and technology in Nong Tien ward and Thai Binh commune, as mentioned above, representatives of specialized units of the Ministry of Science and Technology directly discussed and specifically answered about the contents of local decentralization and delegation of power. At the same time, they guided localities in implementing regulations and professional processes, shared practical experiences, and committed to accompanying and supporting localities in implementing the two-level government model to ensure smooth and effective science and technology activities.
