Accordingly, the Regulations stipulate the organization of activities and coordination of the Red River Delta and Southeast Regional Coordination Council to create unity and synchronization to implement the goal of sustainable development orientation of the Red River Delta and Southeast Regional Coordination Council.
The Red River Delta includes the provinces and centrally-run cities: Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam , Nam Dinh, Ninh Binh, Thai Binh.
The Southeast region includes the following provinces and centrally-run cities: Ho Chi Minh City, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau .
Regional linkage projects are programs and projects located in two or more provinces or cities, or located in one province or city but having an impact on at least one other province or city in the Red River Delta or Southeast region.
Regarding coordination principles, the Regulation clearly states that it is necessary to comply with the Constitution and regulations of relevant Laws on mechanisms and policies for socio-economic development and ensuring national defense and security of the Red River Delta and the Southeast region.
The coordination field is the linkage of socio-economic development in the Red River Delta and the Southeast region.
Coordination must ensure the principles of consensus, equality, publicity, transparency and compliance with legal provisions; coordination must be carried out through planning, plans, programs and projects approved by competent authorities.
The responsibility for organizing and implementing coordination work is assigned to ministries, branches and localities with functions, tasks and powers related to or most affected by the fields and tasks requiring coordination.
For issues that do not reach consensus or are beyond the decision-making authority of ministries, branches and localities in the Red River Delta and Southeast regions, based on the proposal of the Regional Coordination Council, the Chairman of the Regional Coordination Council shall report to the competent authority for consideration and decision in accordance with current law provisions.
The establishment and implementation of regional, national sectoral, provincial and related planning in the Red River Delta for the period 2021 - 2030, with a vision to 2050, must be coordinated to ensure integration, consistency and synchronization between plans, in which the main areas that need coordination include: Connecting transport systems; logistics; wastewater, solid waste and hazardous waste treatment; tourist areas; human resources; higher education institutions; scientific research facilities; hospitals and environmental pollution treatment.
The establishment and implementation of regional, national sectoral, provincial and related planning in the Southeast region must be coordinated to ensure integration, unity and synchronization between plans, in which the main areas requiring coordination include: Connecting the transport system; developing sectors (industry, services, logistics, science, technology and innovation); information infrastructure; water supply; wastewater, solid waste, hazardous waste treatment, environmental pollution treatment; training and human resource development; healthcare.
Based on the regional planning and planning of provinces and cities in the Red River Delta and the Southeast region approved by competent authorities, the Coordination Council of these regions directs and coordinates with ministries, branches and provinces and cities in the region to organize investment promotion conferences, mobilize foreign direct investment (FDI), official development assistance (ODA), preferential loans from foreign donors and capital from domestic economic sectors to implement investment programs and projects in the region.
