According to the decision, the scope of regulation includes extra teaching and learning in general education and continuing education . The regulation applies to extra teachers and learners; organizations and individuals organizing extra teaching and learning and related organizations and individuals in Thanh Hoa province.
The decision clearly defines the management responsibilities of agencies and organizations from the provincial to communal levels. The Department of Education and Training is responsible for presiding over and advising the Provincial People's Committee in managing extra teaching and learning activities, coordinating with relevant units to inspect, examine and handle violations.
Notably, the Department of Finance will issue business registration certificates to tutoring establishments, while the District People's Committee has the authority to issue business registration certificates to individual business households according to the management hierarchy. The tax authority will supervise the implementation of tax obligations of tutoring establishments.
School principals must take full responsibility before the law and relevant agencies for violations of extra-curricular teaching and learning in schools and violations of teachers under their management in extra-curricular teaching activities outside of schools. Principals must also proactively develop educational plans and mobilize legal funding sources for extra-curricular teaching and learning activities.
Regarding finance, the new regulation clearly states that schools are not allowed to collect fees for extra teaching and learning for a number of subjects specified in Circular No. 29/2024/TT-BGDDT. The use of funds from extra teaching and learning activities is also specifically regulated, including expenses for teachers, expenses for management, expenses for electricity, water and facilities.
For extra teaching and learning in schools, the allocation ratio for expenditure contents must be approved by the School Council and the conference of civil servants and employees, ensuring publicity and transparency. For extra teaching activities outside of schools, the allocation ratio is based on the agreement between the extra teaching facility and the tutor.
The decision also emphasizes inspection, examination and handling of violations. Extra teaching and learning activities will be subject to regular inspection and examination, with the head of the school responsible for checking the extra teaching and learning of teachers and students under their management.
This new regulation is an important step in improving management efficiency, ensuring that extra teaching and learning activities take place in accordance with regulations, contributing to improving the quality of education in the province.
