On the afternoon of February 28, under the chairmanship of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the meeting of the Provincial Party Standing Committee was held to give opinions on the investment policy of the Nghi Son LNG Thermal Power Plant project in Nghi Son Economic Zone and many other important contents.

At the conference, the Party Committee of the Provincial People's Committee asked for the opinion of the Standing Committee of the Provincial Party Committee on the investment policy of the Nghi Son LNG Thermal Power Plant Project in Nghi Son Economic Zone with the scale of building an LNG power plant with a capacity of 1,500 MW; 1 LNG import port; a breakwater about 1 km long and auxiliary infrastructure works serving the LNG import port including: LNG storage and onshore regasification station with a scale of 1 tank of about 230,000 m 3 ; 1 regasification station with a capacity of about 1.2 million tons/year, technical infrastructure for the LNG storage and regasification station to build a gas pipeline system from the regasification station to the LNG power plant, with a capacity of about 1.2 million tons/year.

The project area is expected to be about 68.2 hectares, with a total investment capital of about 58,026 billion VND, equivalent to over 2.4 billion USD. The project location is in the southern area of Nghi Son port, Hai Ha commune, Nghi Son town, Thanh Hoa province. The project's operating period is 50 years. The project is scheduled to be put into commercial operation before 2030.

According to the report of the Party Committee of the Provincial People's Committee, the Management Board of Nghi Son Economic Zone and Industrial Zones has received the application for approval of the investment policy of the Nghi Son LNG Thermal Power Plant project from 5 investors, including: Investor consortium: JERA Co.Inc and Sovico Group Joint Stock Company; Investor consortium: South Korea Electric Power Corporation (KOSPO), Korea Gas Corporation (KOGAS), Daewoo Construction and Engineering Corporation (Daewoo E&C) and Anh Phat Construction and Trading Investment Corporation - JSC (APT); Investor Gulf Energy Development Public Company Limited; Investor SK E&s Co., Ltd; Investor consortium: Vietnam Oil and Gas Power Corporation - JSC (PV POWER) and T&T Group Joint Stock Company ( T&T Group ).
Pursuant to Clause 7, Article 29 of Decree 31/2021/ND-CP, the Management Board of Nghi Son Economic Zone and Industrial Parks issued Notice No. 4077/TB-BQLKKTNS&KCN dated December 1, 2023 on the implementation of procedures for approving investment policies and selecting project investors in the form of bidding to select investors from among 5 investors submitting valid dossiers. The expected time to start organizing investor selection is in the second quarter of 2024.

Concluding this content, Provincial Party Secretary Do Trong Hung stated: This is the third largest project of the province after the Nghi Son Oil Refinery and Petrochemical Plant project and the Nghi Son Thermal Power Plant project. The Provincial Party Standing Committee basically agrees with the submission of the Provincial People's Committee Party Committee and requests the Provincial People's Committee Party Committee to lead the Provincial People's Committee to strictly carry out the project procedures, ensuring compliance with legal regulations. The bidding work must take place in a fair, public and transparent manner.
At the conference, the Standing Committee of the Provincial Party Committee also gave opinions and agreed with the reports of the Party Committee of the Provincial People's Committee, including: Policy on implementing the investment project to build and exploit infrastructure of Lam Son - Sao Vang Industrial Park; on the policy of supporting additional food allowances for a number of groups of subjects being cared for and raised at units under the management of the Department of Labor - Invalids and Social Affairs; plan to allocate career capital from the Central budget to implement the National Target Program on Sustainable Poverty Reduction in 2024 (phase 1); regulations on the content and level of support to encourage people to participate in literacy training, under the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, phase 1: from 2021 to 2025 in Thanh Hoa province; Plan for allocating central budget capital in 2024 to implement the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas of Thanh Hoa Province for the period 2021-2030, phase 1: from 2021 to 2025 (phase 1); on the detailed allocation of development investment capital in the period 2021-2025 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021-2030, phase 1: from 2021 to 2025 (phase 3); allocation of development investment capital in the central budget in 2024 to implement the National Target Program 2021-2030, phase 1: from 2021 to 2025 in the province; on promulgating a Resolution on abolishing Section 1.7.2, Point 1.7, Clause 1, Article 1 of Resolution No. 185/2021/NQ-HDND dated November 10, 2021 of the Provincial People's Council on promulgating policies on agricultural, rural and farmer development in Thanh Hoa province, period 2022 - 2025 (amended and supplemented in Clause 2, Article 3 of Resolution No. 01/2023/NQ-HDND).

Concluding on the policy of implementing the investment project to build and exploit infrastructure of Lam Son - Sao Vang Industrial Park, Secretary of the Provincial Party Committee Do Trong Hung stated: The Standing Committee of the Provincial Party Committee agreed on the policy of allowing adjustment of the project implementation progress; at the same time, assigning the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct the Management Board of Nghi Son Economic Zone and industrial parks to preside over and coordinate with the People's Committee of Tho Xuan district and related sectors and units to support investors in implementing the project in accordance with the provisions of law.
The Standing Committee of the Provincial Party Committee also discussed and agreed with the reports of the Party Committee of the Provincial People's Committee on the List of projects requiring land recovery, projects to change the purpose of using rice-growing land, protective forest land, special-use forest land and the decision on the policy to change the purpose of using forests in the province in 2024 - phase 2; on the assignment of additional public preschool and general education staff in Thanh Hoa province in 2024 and many other important contents.
