With the spirit of "leaving no one behind," the Thien Tam Foundation ( Vingroup Group) has expanded its relief criteria to include particularly disadvantaged groups with no income, such as single-parent families raising young children, elderly people living alone, households with members suffering from serious illnesses, orphans under 16 years old, families with first-generation victims of Agent Orange, or people with disabilities... All cases with 50% or more damage to their homes are considered for assistance.

After expanding the criteria, the working groups of the Charitable Foundation continued their surveys in 15 provinces including Ha Tinh, Nghe An, Thanh Hoa, Quang Tri, Tuyen Quang, Lao Cai, Phu Tho, Son La, Lang Son, Thai Nguyen, Bac Ninh , Cao Bang, Ninh Binh, Hung Yen and Hai Phong.

Despite the widespread damage and the disruption of transportation in many areas, the work of compiling statistics, verifying information, and transferring aid funds has been carried out continuously, accurately, and promptly. On average, the Charitable Foundation reviews and approves aid payments for more than 1,300 households daily, while continuously updating the list of additional cases requiring assistance.

Currently, with the support and information from local people, the Charitable Foundation has mobilized its forces to key storm-affected areas such as Ha Tinh , Nghe An, and Thanh Hoa, while also expanding to northern mountainous provinces to promptly share the difficulties with the people.

Mr. Ly Minh Tuan, Director of the Charitable Foundation, shared while traveling between relief points: "With all our efforts and the spirit of 'leaving no one behind,' we are reviewing each locality, recording and immediately supporting families affected by Typhoon Bualoi. Some provinces, like Quang Tri, have completed relief efforts, but we are still returning to review and ensure everyone receives assistance, including expanded target groups. Even though Typhoon No. 11 is approaching the coast, causing heavy rain and the risk of landslides, we continue our work, braving the rain and storms to stand alongside the people in their journey to overcome the consequences of the natural disaster."
