Reporting at the meeting, Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, said: By the end of September 2025, the Provincial People's Committee had granted licenses to exploit Group IV minerals for 8 quarries of filling materials to serve the Bien Hoa - Vung Tau Expressway Project, with an area of nearly 53 hectares and a total reserve of more than 4 million m³. In addition, after completing land lease procedures at the Tam Phuoc - Phuoc Tan quarry cluster, stone mining enterprises will add about 1 million m³ of filling materials, bringing the total volume to more than 5.5 million m³, enough to meet the needs of the project.
For the Ring Road 3 project - Ho Chi Minh City section through Dong Nai, the province has licensed a mineral exploitation unit with an area with reserves of about 168 thousand m³ of filling materials.

Regarding construction stone, according to the report on the types and volumes of the projects, there is still a shortage. Of which, Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City lack about 486 thousand m³; Ho Chi Minh City - Long Thanh Expressway Expansion Project and Ben Luc - Long Thanh Expressway Project lack about 228 thousand m³; other key projects in the province proposed to support more than 320 thousand m³ of materials, mainly stone.
According to Mr. Toan, the province has 23 out of 33 quarries capable of supplying materials for Long Thanh International Airport and expressways. Of these, 6 quarries have been allowed to increase their mining capacity under special mechanisms, but their supply capacity is still not enough to meet demand.

After listening to opinions from businesses, investors and departments of the province, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang requested the Department of Agriculture and Environment to continue reviewing and guiding procedures for applying special mechanisms for qualified mines to increase supply, but must ensure compliance with planning and overcome violations.
The provincial leaders assigned the Department of Industry and Trade and the Provincial Police to closely monitor material prices and ensure proper supply for projects. The People's Committees of Tam Phuoc and Phuoc Tan wards continue to support mine owners in completing land procedures. The Department of Finance advised the Provincial People's Committee to issue a list of key non-budget projects to apply special mechanisms, ensuring sufficient material sources for the construction process.
