Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 02/CD-TTg dated January 9, directing a focus on resolving difficulties and obstacles related to construction norms and unit prices; and the exploitation and supply of construction materials for key national transportation projects and works.
The Prime Minister requested the Ministry of Transport and the Ministry of Natural Resources and Environment to expedite the completion of the plan to use sea sand as a landfill material in the Mekong Delta.
Accordingly, the Prime Minister requested the Minister of Construction to direct relevant units to urgently review, adjust, and supplement the norms that have been issued by the Ministry of Construction within its authority but are inappropriate or incomplete, and report to the Prime Minister in April.
Actively guide and urge localities to publish construction price indices, construction material prices (quarterly or earlier if necessary), and construction labor unit prices (annually or earlier if necessary), ensuring timeliness, completeness, conformity with market prices, and compliance with legal regulations; inspect the implementation situation in localities with key transportation infrastructure projects.
Regarding the Minister of Transport, the Prime Minister requested that he direct and organize the identification of the list and planning for reviewing the cost estimate norms for specific construction works of the industry, and at the same time, organize the development of cost estimate norms within his authority, and submit them to the Ministry of Construction for comments before issuance.
Directing investors and project management boards to strictly implement the preparation, determination, management, and decision-making regarding the use of adjusted and new cost estimate norms for construction projects within their authority, as a basis for determining construction prices as stipulated in Decree 10/2021/ND-CP.
Coordinate with the Ministry of Construction to review and refine construction norms to ensure they are consistent with the characteristics of the transportation sector. Simultaneously, address difficulties and obstacles related to the exploitation and supply of construction materials, conversion of forest land, rice paddy land, etc., during the implementation of transportation projects.
In particular, it is urgent to complete and report to Deputy Prime Minister Tran Hong Ha on the results of the pilot project using sea sand as leveling material for transportation infrastructure projects before January 20th; this will serve as a basis for granting exploitation licenses, ensuring a proactive supply of materials, and reducing dependence on river sand.
As directed by the Prime Minister, the Ministry of Transport should urgently develop and issue the design standards for expressways, to be completed in the first quarter.
The Prime Minister also instructed the Minister of Natural Resources and Environment to urgently guide localities in implementing procedures for exploiting sea sand whose resources have been assessed, in order to promptly exploit it to meet the needs of leveling materials for highway projects in the Mekong Delta region under a special mechanism.
The Chairpersons of the People's Committees of provinces and centrally-administered cities shall direct relevant agencies and units to promptly publish construction price indices, construction material prices (quarterly or earlier if necessary), and construction labor unit prices (annually or earlier if necessary), ensuring they are complete and consistent with market prices.
Continue reviewing mineral mines used for leveling materials in the area, proactively coordinating with neighboring localities to plan and license mineral mines for leveling materials to ensure sufficient materials are available according to schedule for the construction needs of key transportation projects in the area.
In addition, the directive instructs investors and project management boards to review the construction material survey records of transportation projects to promptly supplement and adjust them to ensure sufficient supply and capacity for backfilling materials to meet project needs, especially for projects in the Mekong Delta region.
Directing relevant agencies to coordinate with investors and contractors to negotiate with landowners on land transfer and lease prices, ensuring they are in line with the State-regulated compensation rates, and preventing speculation, price gouging, and unfair pricing practices.
There are sanctions in place to deal with cases of deliberately inflating prices, manipulating prices, and speculating on land in mining areas; and to resolve obstacles related to reforestation, conversion of forest land use, conversion of forest land use, rice land use, etc.
