
Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City National Assembly Delegation Nguyen Van Quang chaired the meeting. Director of the City Department of Education and Training Le Thi Bich Thuan said that in the 6 mountainous communes, there are a total of 20 primary schools, junior high schools, and primary and junior high schools.
Of which, there are 16 semi-boarding ethnic minority schools (PTDTBT), 1 boarding ethnic minority school (PTDTNT); total number of about 5,422 students. For primary level, there are 11 schools with 2,968 students, 174 classrooms, of which 167 are solid classrooms, 7 are semi-solid classrooms.
There are 7 secondary schools with 1,831 students, including 49 solid classrooms. There are 2 primary and secondary schools with 623 students, 35 classrooms, including 33 solid classrooms and 2 semi-solid classrooms.
According to the Department of Education and Training, in terms of facilities, schools in 6 border communes do not meet the minimum facility standards as prescribed in Document No. 14/VBHN-BGDĐT on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools.
Most schools lack rooms for learning support and auxiliary rooms; technical infrastructure and teaching equipment are still lacking.
Through the survey, it is necessary to build 4 new schools in the communes of Hung Son, Tay Giang, La De, Dac Pring; upgrade 2 schools in La Ee and A Vuong communes with a total cost of 740 billion VND.

To meet the learning needs, the department proposed to build a new primary and secondary boarding school in Ariing village, Hung Son commune (behind Vo Chi Cong High School), meeting the learning needs of more than 500 boarding students on an area of more than 11,000m2 with an estimated cost of 150 billion VND.
In Tay Giang commune, it is necessary to build a new primary and secondary boarding school on the land of the former A Tieng commune People's Committee, meeting the learning needs of more than 600 boarding students on an area of 12,000m2 with an estimated cost of 100 billion VND.
In La De commune, there is currently 1 primary school for ethnic minorities and 1 secondary school for ethnic minorities; it is proposed to build a new primary and secondary boarding school to meet the learning needs of more than 300 boarding students on an area of 10,000m2 with an estimated cost of 150 billion VND.
Construct a new primary and secondary boarding school on land in village 56A near the center of Dac Pring commune, meeting the learning needs of more than 360 boarding students, on an area of 15,000m2 with an estimated cost of 150 billion VND.
Proposal to upgrade La Êê Primary Boarding School into a primary and secondary boarding school to meet the learning needs of more than 300 boarding students on an area of 10,000m2 with an estimated cost of 110 billion VND.
In A Vuong commune, there are currently 2 primary and 1 secondary boarding school for ethnic minorities. It is proposed to upgrade Bhalêê primary and secondary boarding school into a primary and secondary boarding school to meet the learning needs of more than 400 boarding students on an area of 11,000m2 with an estimated cost of 80 billion VND. In phase 1 in 2025-2026, it is proposed to build and upgrade 3 schools in La Êê, Đắc Pring, and Hùng Sơn communes.
At the meeting, representatives of mountainous communes expressed their wish that the city would pay attention to investing in building new and upgrading schools to meet the increasing learning needs of local students.
Leaders of the City Party Committee, City People's Committee and representatives of relevant departments and agencies said that the selection of the school's construction location must ensure safety, avoiding areas at risk of landslides during the rainy season. At the same time, the construction process should prioritize the use of locally available materials to save costs and shorten the progress.
The departments and branches committed to closely coordinate and provide maximum support during the implementation process to speed up the completion of facilities for schools in mountainous areas.
In his concluding remarks, Secretary of the City Party Committee Nguyen Van Quang emphasized that this is a major policy that must be implemented effectively and with high determination and drastic measures.
This is not only the task of the education sector but also the entire political system, especially the role of the leaders of agencies, units and localities, with the biggest goal of improving the quality of education for people in mountainous areas.

Regarding the school construction site, the City Party Secretary agreed to assign the City People's Committee to take responsibility to ensure security, safety, and local development orientation.
The Party Committee of the City People's Committee directed to urgently deploy procedures to carry out investment work; assigned management boards to propose investment policies and prepare budget estimates; and urgently deploy to build a model school.
The Secretary of the City Party Committee noted that the design includes functions for accommodation for officials and civil servants, meeting the requirements for disaster prevention and control for the people. In particular, research on suitable construction materials is needed. The budget includes costs for investment in teaching, learning, living and other conditions.
The City People's Committee urgently develops a detailed plan, clearly defining the responsibilities of each department, branch, and commune in implementation; proposes to develop a mechanism to mobilize local human and material resources and socialized mechanisms. The City People's Council develops a mechanism to ensure policies for teachers. The Department of Education and Training proposes a mechanism to ensure resources for mountainous schools.
