Piloting 27 proactive public administrative services

DNO - The People's Committee of Da Nang City has just issued Plan No. 92/KH-UBND to pilot proactive public administrative services for 27 public administrative services. Of these, there are 21 new services and 6 services continue to be deployed from the pilot model in Quang Nam province (old).

Officers and staff of the Hoa Vang Commune Public Administration Service Center are handling work for the people.

The purpose is to transform the service method from a passive administrative model (waiting for people/businesses to come and perform) to a proactive one (suggesting, reminding, forecasting, preparing in advance) to improve service quality and satisfaction of organizations and individuals when performing administrative procedures.

Maximize the use of digitized data; save time and costs for organizations and individuals. Increase transparency and reduce informal costs, contributing to promoting digital transformation in administrative procedure settlement.

The City People's Committee assigned departments, branches, sectors and units in charge of piloting public administrative services to proactively organize the integration, connection, exploitation and sharing of data between specialized information systems; national databases and the city's data integration and sharing platform (LGSP).

If necessary, departments, branches and sectors shall proactively advise the City People's Committee to issue a written request to central ministries and branches to consider supporting the connection, sharing and exploitation of data.

Relevant departments, branches, sectors and units are responsible for speeding up the digitization of records and results of administrative procedure settlement that are still valid, and fully updating them in the City Archives to serve the implementation of notification and appointment reminder services.

Provide integrated information from information systems, specialized management databases or create Excel/CSV lists and import data into the proactive public administration system. Deploy the login function using VNeID and verify citizen information via the VNeID application.

The City People's Committee assigned the Department of Science and Technology to coordinate with the Military Industry - Telecommunications Group ( Viettel ) to update and adjust the proactive public administration software, configure connections with related systems. Provide information and integrated services to synchronize records, look up status and results on the public service system. Coordinate with the City Police and related departments, branches and sectors to connect the system and population database, ensuring information security during deployment.

The City People's Committee requested the Military Industry - Telecommunications Group to develop and complete the technical process for deploying proactive public administrative services. Integrate and synchronize records from the proactive public administrative system to the administrative procedure settlement systems. Organize training and skill development for cadres, civil servants and public employees to master the profession. Ensure information security and data confidentiality during operation, service provision and provide connection APIs on the electronic one-stop software to synchronize records and contact information of the people.

Departments, branches, sectors, and vertical agencies in the city are responsible for continuing to review and propose additional proactive public administrative services for procedures in the unit's field to develop an implementation roadmap suitable to reality and ensure information safety and security to synthesize and report to the City People's Committee for consideration and decision.
