Da Nang City plans to spend 377 billion VND to support cadres after the administrative merger, in order to create conditions for cadres, civil servants and public employees to feel secure in their work and encourage the increase of human resources for remote and especially difficult areas.

The People's Committee of Da Nang City has Document No. 434/TTr-UBND sent to the People's Council of the city, requesting the issuance of a resolution stipulating support policies for cadres, civil servants, public employees and workers of agencies and units affected by administrative unit rearrangement.

According to the report, the total estimated budget for implementing the policy is 377 billion VND, of which about 120 billion VND is needed for the last 6 months of 2025. The budget for implementation is guaranteed by the city budget.

It is expected that more than 5,700 people will be eligible for support policies, including officials, civil servants, public employees, and workers in Party and State agencies, the Fatherland Front, socio- political organizations, public service units, and a number of central agencies located in the city.

According to the proposal, officials and civil servants from Quang Nam province (old) who go to Da Nang city to work or vice versa will be supported with 400,000 VND per month for travel, 4 million VND for house rent and 5 million VND at a time to stabilize their accommodation.

Provincial and district officials (formerly) transferred to communes, or from communes to work in mountainous and island communes, are supported with 400,000 VND/month for travel expenses, 2 million VND/month for house rent and 2.5 million VND/person for relocation.

Central agency officials transferred between the two localities of Quang Nam province (old) and Da Nang city (old) are supported with 10 million VND at a time.

Subjects applying for this policy must meet a number of conditions such as: not having a house owned by themselves or their spouse, not having bought or rented social housing or public housing, and having a distance from their residence to their workplace of 30km or more, except for those working in mountainous or island areas.

According to the People's Committee of Da Nang City, the arrangement of administrative units according to the resolutions of the National Assembly and the National Assembly Standing Committee in 2025 causes many cadres, civil servants and public employees to change their workplace, move further away or work at the new administrative center after the merger, directly affecting their living and working conditions.

The policy application period is 24 months from the date the new administrative units officially come into operation.
