Da Nang spends 377 billion VND to support people affected by administrative unit rearrangement

That is one of the resolutions passed by delegates of the People's Council of Da Nang city on November 11 at the 4th session of the 10th City People's Council, term 2021-2026.

The Resolution stipulates support policies for cadres, civil servants, public employees and workers (CBCCVC and NLĐ) who are affected and affected by the rearrangement of administrative units and are working at Party and State agencies, the Vietnam Fatherland Front Committee, socio-political organizations, associations assigned by the Party and State, and provincial-level public service units headquartered in Quang Nam province (before the rearrangement) to work at agencies and units headquartered in Da Nang city (old) and vice versa.

The conditions for application are that these subjects do not have a house owned by themselves or their spouse, have not purchased or rented a social house or a house owned by public property at the place of work, and the distance from their place of residence to the place of work is 30 km or more. The support level for travel expenses is 400,000 VND/person/month; housing rental expenses are 4 million VND/person/month; relocation expenses to stabilize housing (one-time support) are 5 million VND/person.

Civil servants and employees who are working before the arrangement and are transferred to work at commune-level agencies and units after the arrangement (30km away from their place of residence); transferred to work at mountainous commune-level agencies and units and island communes (29 localities) after the arrangement; civil servants and employees who are working at agencies and units under the government sector and are transferred, rotated, or seconded to work at agencies and units under the People's Committee at the commune level for a period of 1 month to less than 36 months, if they do not have a house owned by themselves or their spouse, and have not purchased or rented a social house or a house owned by public property at the place of work, will be supported with travel expenses of 400,000 VND/person/month; housing rental expenses of 2 million VND/person/month; relocation expenses to stabilize housing (one-time support) of 2.5 million VND/person.

Civil servants and employees currently working at central agencies headquartered in Quang Nam province (before reassignment) to work at agencies and units headquartered in Da Nang city (old) and vice versa, who do not have a house owned by themselves or their spouse, have not purchased or rented social housing or public housing at the place of work, and whose place of residence is 30 km or more from their place of residence to the place of work, will receive one-time support at the time of receiving the job at the rate of 10 million VND/person. In case the Central Government issues a support policy for civil servants and employees under the management of central ministries and branches, the local support policy will not apply.

The policy implementation period is 24 months from the date the new administrative unit officially comes into operation. The total estimated cost to implement the policy is 377 billion VND, of which about 120 billion VND will be needed for the first 6 months of 2025, guaranteed by the Da Nang city budget.

It is expected that 3,476 people will be eligible for support policies.
