Da Nang supports 377 billion VND for officials, civil servants, public employees and workers affected by administrative unit mergers

According to the City People's Committee, the expected number of cadres, civil servants and public employees (CBCCVC) currently working at Party, State, Fatherland Front, socio-political organizations and provincial-level public service units of Quang Nam province (before the rearrangement) to work at the new administrative center after the rearrangement is 3,476 people.

The number of employees at provincial agencies and units of Quang Nam (before the reorganization) working at the new administrative center after the reorganization is 100 people. The number of civil servants, public employees and employees at organizations assigned by the Party and the State (people working within the payroll quota and receiving salaries from the state budget) is 90 people.

The number of civil servants and public employees working at agencies and units under the city's government sector who are mobilized, rotated, or seconded to work at agencies and units under the People's Committees at the commune level from 1 month to less than 36 months according to Project No. 1342/DA-UBND dated August 21, 2025 of the City People's Committee on reviewing and arranging cadres and civil servants of communes and wards and mobilizing and seconding to strengthen support for local government work in mountainous and remote communes in Da Nang city is 350 people.

Number of civil servants, public employees and workers of central agencies located in the city is 1,828 people.

The Department of Finance estimates the total support budget at about 377 billion VND, of which the support budget for the first 6 months of 2025 is 120 billion VND provided by the city budget.

According to regulations, beneficiaries of the policy are civil servants, public employees and employees working at Party and State agencies, the Vietnam Fatherland Front Committee, socio -political organizations, associations assigned by the Party and State, and provincial-level public service units headquartered in Quang Nam province (before reorganization) to work at agencies and units headquartered in Da Nang city (old) and vice versa.

Applicable conditions: not having a house owned by the individual or by the spouse, not having purchased or rented a social house or a house owned by public property at the place of work, with a distance from the place of residence to the place of work of 30km or more.

Support level for travel expenses: 400,000 VND/person/month; housing rental expenses: 4 million VND/person/month; relocation expenses (one-time support): 5 million VND/person.

For civil servants, public employees and workers working at Party and State agencies, the Vietnam Fatherland Front Committee, socio-political organizations, and associations assigned tasks by the Party and State, and public service units at the provincial and district levels (before the rearrangement), they will be transferred to work at commune-level agencies and units after the rearrangement.

Civil servants and employees working at Party and State agencies, the Vietnam Fatherland Front Committee, socio-political organizations, associations assigned tasks by the Party and State, and commune-level public service units (before the rearrangement) are transferred to work at agencies and units at the commune level in mountainous areas and island communes (29 communes and islands) after the rearrangement.

Civil servants and public employees working at agencies and units under the city's government are mobilized, rotated, or seconded to work at agencies and units under the People's Committees at the commune level for a period of 1 month to less than 36 months according to Project No. 1342/DA-UBND.

This subject must not have a house owned by himself/herself or by his/her spouse, and must not have purchased or rented a social house or a house owned by public property at the place of work.

In case of working in mountainous communes or island communes, the distance condition does not apply. In case of working in the remaining communes, the distance from the place of residence to the place of work must be 30km or more.

Support level for travel expenses: 400,000 VND/person/month; housing rental expenses: 2 million VND/person/month; relocation expenses (one-time support): 2.5 million VND/person.

The City People's Council also stipulates a one-time support of 10 million VND/person at the time of receiving the assignment for civil servants, public employees and workers working at central agencies headquartered in Quang Nam province (before the arrangement) to work at agencies and units headquartered in Da Nang city (old) and vice versa, who do not have a house owned by themselves or their spouse, have not purchased or rented social housing or public housing at the place of work, and the distance from their residence to the place of work is 30km or more.

In case the Central Government issues support policies for civil servants and employees under the management of ministries and branches of the Central Government, local support policies shall not apply.
