However, during the implementation process, some higher education institutions have revealed errors and incidents that have caused misunderstandings, causing concerns for candidates and parents. Therefore, schools need to tighten procedures, increase responsibility, strictly comply with regulations; at the same time, the Ministry of Education and Training needs to receive opinions to adjust regulations and enrollment plans, and direct universities and colleges to perform better in the coming years.
At the University of Social Sciences and Humanities, Vietnam National University, Hanoi, after the benchmark scores were announced, many candidates were surprised because the D66 combination was defined to include the subjects: Literature, English, Civic Education instead of Literature, English, Economic and Legal Education as in the announced project.
This error was only corrected after feedback from parents and candidates, with the option of accepting both D66 combinations depending on the general education program the candidate is studying.
For students studying under the 2006 program, the subjects of Literature, English, and Civic Education will be applied. For students studying under the 2018 program, the subjects of Literature, English, and Economic and Legal Education will be applied.
Meanwhile, at Ho Chi Minh City Banking University, a series of candidates who registered for admission to the C00 group unexpectedly went from passing to failing because the school changed the secondary admission criteria. If in the original plan, the school only required candidates for the C00 group to achieve a score of 6 points or higher in Literature, then after announcing the benchmark scores, the school added a requirement that the Math score must also be 6 points or higher. In response to strong reactions from candidates, the school restored the secondary criteria as in the old plan, and at the same time committed that candidates who meet the admission requirements will be admitted according to regulations.
Another misunderstanding occurred at the Capital University. On August 22, the school announced the admission scores for the regular university program in 2025. Immediately after that, the school continued to announce the admission scores for candidates applying for the C00 combination (based on the results of the high school graduation exam), increasing by 0.75 points compared to the original, causing many candidates to be surprised and upset because they thought it was not transparent.
In response to feedback from candidates and public opinion, the school said that the determination of the difference in scores between the C00 group and other groups had been publicly announced since July 23 in accordance with admission regulations and on time. After 10 virtual filtering rounds on the common system of the Ministry of Education and Training and the group of schools in the North, the Admissions Council decided on the benchmark scores for each major and issued two separate announcements for candidates to conveniently look up, but due to the lack of continuity in the document issuance process, misunderstandings occurred. The school has severely criticized the individuals involved and learned from experience to do better in admissions, communications and consulting.
Explaining the above shortcomings, the Ministry of Education and Training acknowledged that with a huge amount of data, along with the diversity of admission methods and conditions, errors are inevitable. Errors mainly come from admission input data such as admission methods, conditions, admission criteria, evidence of candidates' priorities, foreign language certificates, etc. or technical operations at some schools during the admission process.
However, thanks to careful preparation and experience from previous years, the number of errors has decreased significantly compared to the 2024 admissions. The Ministry of Education and Training and universities and colleges have assigned staff to work on hotlines to receive feedback and questions from candidates and parents through many channels and coordinate to handle and resolve them immediately for the legitimate interests of candidates, recording about 20 to 30 feedbacks each day.
According to the admission regulations, the responsibility for handling errors belongs primarily to the schools; if necessary, the Ministry of Education and Training will support, guide and direct relevant universities to coordinate in resolving the issue. Based on listening to and accepting opinions, the Ministry promptly directs and guides the handling. To date, most of the errors have been resolved in accordance with regulations.
According to the Ministry of Education and Training, in 2025, the total number of candidates registered for the exam will reach 852,000 with 7.6 million wishes for more than 4,000 majors and training programs of more than 400 universities and colleges nationwide. The admission regulations allow candidates to register for multiple wishes and do not need to choose a method or combination of admissions; the admission software system will automatically select the method or combination of admissions that is most beneficial for the candidate. Therefore, the total number of actual wishes that must be considered on the system will reach more than 50 million, double that of 2024.
To meet the higher requirements of 2025, the general enrollment support software system, including the virtual selection and filtering system, has been upgraded. Although there was an initial overload, it was promptly resolved and completed processing, providing data for schools to announce benchmark scores on time on August 22. The Ministry of Education and Training also increased the time and number of virtual filtering times for schools to carefully review data and reduce errors.
Since August 25, after most schools have uploaded their admission list data, the Ministry of Education and Training has reopened the general admission support system for candidates to confirm their enrollment. By 12 noon on August 26, more than 560,000 candidates had successfully confirmed their enrollment, exceeding the total number of candidates admitted in the first round of 2024.
The Ministry of Education and Training said that the university and college admissions in 2025 up to now have been on schedule, as required, ensuring the rights of candidates; the general admission system has been operating stably; cases where information has not been accessed are due to schools not having completed the review and completion of data; any errors that arise have been resolved promptly and in accordance with regulations. All candidates who meet the admission requirements will receive timely admission notices to enroll on time.
The Ministry of Education and Training will continue to listen, research and adjust so that the admission process in the coming years will be more complete, transparent and convenient for candidates.
