Health insurance in general, and health insurance for students in particular, is one of the important social security policies, deeply humane and humanitarian, demonstrating mutual love and compassion, and at the same time demonstrating the Party and State's concern for students when participating in health insurance. In addition to having the Health Insurance Fund cover the costs of medical examination, treatment and treatment at medical facilities like other groups of subjects according to regulations, students also enjoy the right to primary health care at school from the budget allocated by the Health Insurance Fund for school health care.
According to records, the number of students in the province accounts for 21% of the province's population. Attracting students to participate in health insurance is a very important task, contributing to increasing the coverage rate of health insurance participants, while ensuring the right to health insurance for students and stabilizing politics and society in the province.
According to statistics from Social Insurance Region VIII, in the 2024-2025 school year, the rate of students participating in health insurance at units managed by the Department of Education and Training reached 99.96%; meanwhile, the number of students at universities and vocational colleges in the province as well as schools under the ministries and central branches all reached 100% participating in health insurance.
Ms. Nguyen Thi Thu Mai (Hong Gai ward) whose child is entering grade 10 at Ha Long High School for the Gifted this year, shared: Every year, when the school encourages children to pay health insurance, my family fully supports. The payment is not too high, but if the child is sick or has an accident, it can reduce the burden of hospital fees. I think this is a very humane policy, both taking care of the children's health and helping parents feel more secure when sending their children to school.
The achievements of Quang Ninh are thanks to the special attention of Party committees and authorities at all levels, the active coordination of departments, branches, and mass organizations. In the 2024-2025 school year, the Department of Education and Training has closely coordinated with the Social Insurance Agency to propagate and disseminate policies and laws on health insurance to cadres, teachers, employees and parents of students in the whole province, thereby bringing about encouraging results. Schools, especially teachers, have actively propagated and mobilized students and parents to clearly see the benefits of health insurance for students, thereby proactively participating in health insurance for their children. This is also the most important propaganda and mobilization channel that determines the results of health insurance participation for students in recent years.
At the beginning of the school year, the Social Insurance Agency of Region VIII organized many propaganda campaigns on social insurance and health insurance policies in wards and communes, hung banners, slogans, and streamers on main streets, schools, hospitals, agencies, and propagated on the radio system and social networks...
In the coming time, the Social Insurance of Region VIII will continue to strengthen administrative reform in the issuance of health insurance cards, coordinate with the health sector to organize well the work of medical examination and treatment, primary health care for students; coordinate with schools to promptly remove obstacles in participating in and enjoying the health insurance policy for students in the area. In addition, the Social Insurance of Region VIII will proactively guide the process and procedures, so that schools can implement health insurance for students conveniently, especially in supporting schools and students to look up records for cases of students from households working in agriculture, forestry, fishery, salt production with an average living standard...
The effective implementation of the health insurance policy for students not only demonstrates the responsibility of all levels and sectors, but also requires the consensus and proactive participation of each family. The goal of maintaining 100% of students participating in health insurance in the new school year will contribute to building a safe and healthy school environment where the health of students is always a top priority.
