Review and complete the task of establishing a plan for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Area.

The Government Office issued Document No. 6572/VPCP-KGVX dated July 15, 2025 to the Ministry of Culture, Sports and Tourism; Quang Ninh Provincial People's Committee conveyed the opinion of Deputy Prime Minister Mai Van Chinh on reviewing and completing the Task of developing a Plan for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Area, Quang Ninh Province.

Accordingly, considering the proposal of the Ministry of Culture, Sports and Tourism in Submission No. 234/TTr-BVHTTDL dated June 24, 2025 on reviewing and approving the Task of developing a Plan for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay, Quang Ninh province, Deputy Prime Minister Mai Van Chinh has the following comments:

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the People's Committee of Quang Ninh province to carefully review the dossier of the Task of establishing a Plan for the preservation, restoration and rehabilitation of the special national relic of Ha Long Bay Scenic Landscape to ensure consistency, unity and feasibility associated with the implementation of the two-level local government and the implementation of the arrangement of commune-level administrative units of Quang Ninh province in 2025 according to Resolution No. 1679/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the National Assembly.

  Complete the review of new commune-level administrative unit names within the scope of the planning for preservation, restoration and rehabilitation of Ha Long Bay.

Review, evaluate and clarify the scope and scale of planning, ensuring the protection zoning of the special national scenic spot, the world natural heritage of Ha Long Bay in accordance with the minutes of zoning of protected areas in the heritage dossier submitted to UNESCO and local management practices in accordance with the direction of the Government leaders in Notice No. 358/TB-VPCP dated July 10, 2025.

Review to ensure that the composition, content and submitted documents comply with the provisions of the Law on Cultural Heritage No. 45/2024/QH15, effective from July 1, 2025, and confirm that it is eligible for signing and promulgation; complete the draft Decision approving the Planning Task and submit it to the Prime Minister in August 2025.
