Directors of Dien Bien Phu Victory Museum and Caen War Memory Museum sign cooperation agreement
Attending the signing ceremony were: Mr. Olivier Brochet - Ambassador of the Republic of France to Vietnam. Mr. Kléver Arhoul - Director of the Caen War Memorial Museum; Mr. Frank Bolgiani - Director of the French Institute in Hanoi ; Mr. Hervé Conan - Director of the French Development Agency (AFD).
On the side of Dien Bien province, there were: Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee; Mr. Nguyen Minh Phu - Director of the Department of Culture, Sports and Tourism; and representatives of the leaders and managers of the Department of Foreign Affairs, Office of the Provincial People's Committee. On the side of Dien Bien Phu Victory Museum, there was: Ms. Vu Thi Tuyet Nga - Director of Dien Bien Phu Victory Museum.
Speaking at the signing ceremony, Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee affirmed: The signing of the Cooperation Agreement between Dien Bien Phu Victory Museum (Vietnam) and Caen War Memorial Museum (France) is an important milestone, affirming a new step forward in international cooperation in preserving and promoting the value of historical heritage. The cooperation between the two museums not only contributes to enriching the collection of valuable documents and artifacts but also serves as a bridge for cultural exchange, promoting understanding and friendship between the Vietnamese and French people.
According to the agreement, the two museums commit to coordinate in carrying out professional activities such as: exchanging documents, photos, and replica artifacts; organizing exhibitions; exchanging research and study delegations; as well as cooperating in preservation work, especially metal artifacts from the period 1945 - 1954. Specifically, the Dien Bien Phu Victory Museum will provide documents and images related to the Dien Bien Phu battle and Dien Bien province for display at the Caen Museum. At the same time, the Caen War Memory Museum will provide professional support to the Dien Bien Phu Victory Museum in improving displays and organizing thematic exhibitions, especially applying digital technology to improve operational efficiency.
The agreement also clearly stipulates the form of transfer of artifacts and documents in electronic or hard copy form, ensuring intellectual property rights and committing to information confidentiality. The two sides will establish an annual coordination mechanism based on the principles of equality and mutual benefit, selecting cooperation content appropriate to the functions and existing resources of each museum.
Within the framework of cooperation, the parties are responsible for ensuring the confidentiality of information, not using documents for commercial purposes or contrary to the laws of each country. Any disputes arising during the implementation process will be resolved through negotiation and consultation. The agreement is effective for 5 years and will be automatically renewed if there is no written termination from either party.
The signing ceremony of the Cooperation Agreement ended successfully, establishing a strong and close relationship between the Dien Bien Phu Victory Museum and the Caen War Memory Museum. This event not only expanded the cooperation, exchange, and sharing of professional experience in the field of museums, but also contributed to a more in-depth introduction of the Dien Bien Phu Campaign in 1953 - 1954 and the achievements in economy, culture, and landscapes of Dien Bien province to a wide international audience, especially the French people.
