On January 3rd, information from the Nam Dinh Provincial Police Department indicated that the Economic Police Department of Nam Dinh Province had escorted Tran Thi Binh (73 years old, residing in Truong Thi Ward, Nam Dinh City, Nam Dinh Province) from Bien Hoa City (Dong Nai Province) back to the Nam Dinh Provincial Police headquarters after 28 years of being a fugitive.

According to records, in March 1996, Tran Thi Binh and her husband, Tran Anh Thach (same age, residing in the same place), committed the crime of "abuse of trust to misappropriate property" and fled from their residence.
On July 17, 1996, the Nam Dinh City Police issued a warrant for the arrest of Tran Thi Binh and Tran Anh Thach for the crime of "abuse of trust to misappropriate property." The couple subsequently fled to Bien Hoa City, cutting off contact with relatives, failing to obtain identification documents or register for temporary residence, and working as laborers to earn a living.
Throughout their lives, Tran Thi Binh and her husband always displayed a calm demeanor, avoiding conflicts with others to avoid drawing attention. In 2003, Tran Anh Thach passed away due to illness.
During the process of reviewing and tracking down long-time fugitives, the Economic Police Department of Nam Dinh Provincial Police discovered that Tran Thi Binh was hiding in Bien Hoa City and organized her arrest.
On January 2nd, the Nam Dinh Provincial Police, in coordination with local police, arrested Tran Thi Binh and brought her to the Nam Dinh Provincial Police headquarters.
At the police station, Tran Thi Binh admitted to committing the crime of "abuse of trust to misappropriate property" 28 years ago.
The Economic Police Department of Nam Dinh Provincial Police has handed over the fugitive to the Nam Dinh City Police to complete the case file and process it according to the law.
