According to the assessment of the Quang Ninh Provincial Border Guard Command, the security and order situation at the border routes and border gates of the province has been basically stable in recent times. However, illegal cross-border transportation of goods and smuggling of goods still pose many risks and are becoming more complicated with increasingly sophisticated methods.
On the land border, smugglers often take advantage of preferential policies for border residents to transport prohibited goods, high-value goods, hidden on their person or mixed in luggage when entering and exiting the country. In addition, taking advantage of the openness in customs procedures at border gates is also a common trick to commit commercial fraud.
Meanwhile, on the sea route, with its long area, large water area, and complex weather, smugglers often choose the dark night or bad weather to transport goods by sea. After gathering at the sea border area, the smuggled goods are brought inland for consumption. This reality poses many difficulties for the Border Guard force, especially when the force is still small, technical equipment is lacking, and it cannot meet the requirements of the task in the new situation.
Recognizing the challenges and characteristics of the local situation, every year, the Provincial Border Guard Command has proactively grasped and seriously implemented the directives, plans, and instructions of the Central Government, the Border Guard Command, the Provincial Party Committee, and the People's Committee of Quang Ninh province on the fight against crime, smuggling, trade fraud, and counterfeit goods.
Every year, the Provincial Border Guard quickly develops plans and specifies tasks for each Border Guard Station, following the motto of "clear people, clear work, clear responsibilities", ensuring that they are close to the actual situation of each locality. The professional departments and Border Guard Stations have proactively grasped the internal and external border situation; promptly advised local Party committees and authorities on appropriate combat solutions, preventing the formation of hot spots.
Along with that, the work of disseminating the law to border residents has also been widely deployed with close coordination between border posts, local authorities and functional forces. In 2024 alone, the provincial Border Guard organized more than 600 sessions to disseminate the law to more than 600,000 people in border and coastal areas; contributing to raising awareness and self-consciousness of law compliance among the people, not abetting smuggling and illegal transportation of goods.
The Border Guard also effectively implemented the coordination regulations between the Border Guard and the central, provincial and local functional agencies in the work of preventing and combating crimes in general, and crimes of domestic violence, drug crimes and human trafficking in particular in the border areas. Thereby, promptly detecting new methods and tricks of the subjects, proactively proposing solutions to improve the effectiveness of the fight.
Along with the above solutions, the provincial Border Guard also stepped up patrolling, controlling, and fighting against smuggling and drug crimes by topic, focusing on key routes and areas. Border Guard stations also effectively implemented the work of developing plans and strategies to combat smuggling and illegal transportation of goods across the border at border gates, trails, and openings in the provincial border area in each stage, close to reality.
The provincial Border Guard also attaches special importance to international coordination and cooperation in exchanging information, situations, and fighting against crimes, smuggling, counterfeit goods, and banned goods... Thereby promoting the combined strength in preventing, detecting, fighting, stopping, arresting, and promptly handling all types of crimes.
With many drastic and appropriate solutions in recent times, the security and order situation in the border areas, border gates, and island areas of the province has always been maintained stably; activities of all types of crimes, especially those of domestic violence, have been promptly prevented, preventing the formation of hot spots. Thereby, it has contributed significantly to creating a healthy environment for socio-economic development and ensuring national border sovereignty .
In 2024, the provincial Border Guard discovered and arrested 138 cases with 146 law violators on the border, confiscating 47.9 grams of drugs, 23.5 kg of firecrackers, 11,551 liters of diesel oil, 26,000 poultry eggs, and 1,555 kg of frozen seafood of unknown origin.
In just the first 4 months of 2025, the provincial Border Guard discovered and handled 38 cases/41 subjects, confiscating tens of thousands of poultry and tons of meat, eggs, and animal organs that were not hygienic and of unknown origin.
The results in the fight against crime and illegal trade in border areas and border gates in recent times have not only affirmed the leading and core role of the Quang Ninh Border Guard in protecting sovereignty and border security, but also contributed to creating a safe and transparent business and investment environment, an important factor in the province's socio -economic development strategy.
Promoting the achieved results, in the coming time, the Provincial Border Guard will continue to closely follow the direction of the Central and the province, drastically deploy professional solutions, promote the combined strength of the entire political system and the people. The focus is to improve the effectiveness of propaganda, mobilize the masses to participate in crime prevention and control, not to assist in smuggling activities; closely coordinate with local authorities, functional forces in the country and neighboring countries to detect and strictly handle violations.
The border lines and border gates of Quang Ninh province today have been and are a solid "fortress" in the fight against all types of crimes and acts of smuggling and trade fraud.
