Inside the golf course project worth over 1,800 billion that is still not completed - Lang Son Newspaper and Radio and Television Station

Hue City People's Committee has just issued Notice No. 169/TB-UBND on land recovery for the Hue Golf Course Complex project in Thuy Duong Ward (Huong Thuy Town). The project, invested by Thien An Joint Stock Company, was granted an investment certificate by the People's Committee of Thua Thien - Hue Province (now Hue City) in 2007. After nearly 18 years, the project is still in disarray.

Accordingly, the above project was granted the first investment certificate on October 10, 2007; the second adjusted investment registration certificate on March 30, 2017 and the third adjusted on December 10, 202. The project area is 78.32 hectares, with an investment capital of about VND 1,885 billion.

The project includes items such as: 18-hole golf course according to international standards; Central clubhouse; Golf practice house, golf course; Operation and auxiliary service area (including operation office combined with yard maintenance house, machinery and equipment maintenance; chemical warehouse; material warehouse; garbage storage house.

In addition, the project also includes items such as staff canteen; passenger car park, staff car park; gas station, car wash); Resort villa area serving golfers, combined with high-class eco-resort; Water reservoir systems; Garden system, landscape trees...

According to the 3rd amended Investment Registration Certificate, the project progress is adjusted as follows: Clearing the site, clearing, leveling and completing legal procedures on investment and construction to be completed in the first quarter of 2022. Investing in the construction of the general infrastructure system of the entire area, the golf course and practice house, the 18-hole golf course, the Clubhouse, the Management area and some auxiliary service works to be completed in the fourth quarter of 2022. Investing in the construction of resort villa clusters and the remaining auxiliary service works to be completed in the fourth quarter of 2023.

However, by the time the Hue City People's Committee announced land reclamation, the Hue Golf Course Complex project was still in disarray and deserted.

According to VTC News Electronic Newspaper reporters, inside the project there are only a few small, haphazardly built structures.

A mess of unused concrete drainage pipes.

A lake inside the project is murky.

From above, the entire project looks like a wasteland located among green forest areas.

In May 2020, the golf course complex project by Thien An Joint Stock Company was involved in a scandal when it held a groundbreaking ceremony without completing legal documents and without a construction permit from the competent authority.

In the land reclamation notice No. 169/TB-UBND, Hue City People's Committee informed Thien An Joint Stock Company (project investor) to continue using the land for 24 months from the date the investment project was terminated according to the provisions of the law on investment (from April 18, 2025 to April 18, 2027).

Within this 24-month period, Thien An Joint Stock Company is responsible for handling assets attached to land in accordance with the provisions of Clause 2, Article 35 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law.

In case after the prescribed time limit expires, if Thien An Joint Stock Company fails to complete the handling of assets attached to the land, the State shall reclaim the land without compensation for land and assets attached to the land in accordance with the provisions of law.
