On the morning of October 4, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee inspected and directed the work of overcoming the consequences of storm No. 10 and the storm circulation causing flooding in the communes of Bich Hao, Dai Dong, Hoa Quan, and Xuan Lam.
Accompanying were members of the Provincial Party Standing Committee: Nguyen Van De - Vice Chairman of the Provincial People's Committee; Nguyen Dinh Hung - Permanent Vice Chairman of the Provincial Fatherland Front Committee; Pham Hong Quang - Director of the Department of Construction; Hoang Quoc Viet - Director of the Department of Agriculture and Environment; and leaders of the Provincial Party Committee Office and departments, branches and units.

Storm No. 10 and its circulation caused widespread flooding, causing heavy damage to communes and wards in Nghe An province. In Bich Hao commune, storm No. 10 caused 15 houses to collapse over 80%, 2,530 houses had their roofs blown off, 550 houses were deeply flooded, with damage ranging from 50-80%.
In addition, 521 houses were crushed by trees, with damage ranging from 30-50%; 3,500 square meters of corrugated iron roofs were blown off. Schools in the area had their roofs blown off, collapsed, and many crops, traffic infrastructure, irrigation, and electricity suffered damage. Many hamlets in the entire commune were completely isolated due to flooding for many days, and the damage has not yet been fully quantified.

In Dai Dong commune, the storm also damaged or destroyed 3,308 houses; 2 houses had their embankments collapsed, with the possibility of collapse; nearly 280 hectares of forestry, perennial and annual crops were damaged by over 70% and 64.1 hectares of aquaculture were damaged.
Medical facilities in the commune had their roofs blown off, collapsed, and their ceilings and gates damaged, causing heavy losses. Historical sites, martyrs' cemeteries, kindergartens, and agency and unit headquarters were severely damaged; the dam in Phu Quang village was broken. To date, the preliminary estimate of damage in the commune is 163.525 billion VND.

For Hoa Quan commune, the total estimated damage caused by storm No. 10 and its circulation is about 80 billion VND. Of which, 301 houses and cultural houses collapsed, had their corrugated iron and tile roofs blown off; 167 houses were deeply flooded; 9,500m2 of corrugated iron and all kinds of roofs were blown off; 380m of residential fences collapsed; 10,500m3 of land behind residential houses was eroded.
At the same time, the commune, village, inter-village and alley traffic routes were seriously eroded. Two health stations were damaged by flooding, roofs were blown off, trees were broken, and property was damaged; 8 schools at all levels were severely damaged, causing damage of over 2.5 billion VND. More than 900 hectares of crops were damaged by over 70%; 22 low-voltage electric poles were broken. The commune People's Committee headquarters had 500 square meters of corrugated iron roof blown off, and documents and equipment of the Public Administration Service Center were damaged.
In Xuan Lam commune, 642 households had their houses damaged, mainly tile roofs, corrugated iron roofs, collapsed fences, and landslides; 15 schools had corrugated iron roofs, plastic ceilings, collapsed fences, and trees. Landslides in many locations on traffic routes greatly affected people's transportation.
The whole commune has 152 households with damaged livestock barns, 1 household raising chickens lost 1,200 chickens; 36.15 hectares of ponds were flooded; 18 electric poles were knocked down. It is estimated that up to this point, the total damage in Xuan Lam commune is about 47 billion VND.
Currently, communes are focusing on directing and mobilizing forces, materials, and means on the spot to overcome the consequences with the motto of overcoming as the water recedes; arranging forces to support people in moving belongings, livestock, and agricultural products; and supporting essential necessities for isolated households.
Mobilize forces and materials to reinforce and repair damaged infrastructure works; support schools and medical stations to clear trees and repair damaged equipment to stabilize teaching and learning, and serve people's health care.

Provincial Party Secretary Nguyen Duc Trung directly inspected the deeply flooded areas; met, visited, encouraged, and provided support to share the losses and damages of the people. At the same time, he encouraged the people to overcome difficulties and, together with the forces, quickly overcome the consequences to stabilize their lives.
The Provincial Party Secretary also awarded 2 billion VND to Dai Dong, Bich Hao, Hoa Quan, and Xuan Lam communes each to help overcome the consequences of natural disasters.

Through the inspection, Provincial Party Secretary Nguyen Duc Trung requested local leaders to urgently and resolutely direct and mobilize all resources and material resources to promptly, synchronously and effectively deploy solutions to overcome the consequences of heavy damage caused by storm No. 10; the top priority is to ensure people's lives and property above all.
Quickly support and help families who have lost their houses, collapsed houses, or flooded houses so that people have a place to live, not letting any people go hungry, not letting any family lack food or clothing. Must quickly stabilize people's lives and all activities of study, work, and production recovery.
At the same time, mobilize all forces to quickly overcome damage to essential infrastructure such as health and education to ensure students can quickly go to school and ensure health care for the people; urgently clean up the environment, clear traffic routes, restore electricity and communication infrastructure to serve the work of overcoming consequences and people's lives.
Provincial Party Secretary Nguyen Duc Trung also requested local leaders to assess and determine the exact damage. From there, make recommendations to the province and the Central Government to promptly support overcoming the consequences. Continue to call for and mobilize social mobilization to support people to quickly overcome the damage and soon stabilize their lives.
Through recent storms, drawing on experience in responding to and overcoming the consequences of natural disasters, the Provincial Party Secretary requested localities to be proactive and resolute in properly implementing the "4 on-the-spot" motto; at the same time, communes in the area must actively support each other.
In particular, for areas frequently affected by natural disasters, we must be more proactive in the "4 on-the-spot" motto in each specific locality to better and more quickly respond and support people in overcoming the consequences of natural disasters.
