At the congress, delegates heard a report summarizing comments on the draft documents of the 14th National Party Congress; a report summarizing and absorbing comments at the Congress on the documents submitted to the 20th Provincial Party Congress.

Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Ngoc Kim Nam reported on the synthesis of opinions on the draft documents of the 14th National Congress of the Party.

Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee , Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh reported on the synthesis and reception of opinions at the Congress on documents submitted to the 20th Provincial Party Congress.

According to the report at the Congress, the Presidium received registrations for comments from 100 units and localities, including 25 comments on draft documents submitted to the 20th Provincial Party Congress. At the Congress, 7/10 comments were made on the documents submitted to the 20th Provincial Party Congress, term 2025-2030. The comments all expressed high consensus on the documents submitted to the Congress with 8 groups of contents in various fields.

That is, promoting digital transformation, applying information technology in leadership, direction and operation; strongly innovating the method of operation in the direction of creation and service; streamlining the apparatus , building a team of cadres with qualities, capacity and prestige, meeting the requirements in the new period; strengthening inspection, supervision, preventing corruption, waste and negativity; promoting the strength of national solidarity. Restructuring a modern and sustainable economy , based on 4 pillars (industry, agriculture, services, marine economy) associated with digital transformation and green transformation. Forming a dynamic economic zone, associated with industry, high-tech agriculture, logistics and tourism. Making science, technology, innovation and digital transformation become strategic breakthroughs, creating new momentum for rapid and sustainable development.

Improve the quality of planning, management, and effective use of resources; thoroughly handle slow-progressing and wasteful projects; exploit resources in parallel with protecting, restoring, and regenerating them. Promote the cultural identity and people of Nghe An; preserve heritage, build a healthy cultural environment, develop cultural, sports, and tourism industries associated with international integration. Build a national defense and people's security associated with the "people's hearts"; build a regular, elite, and modern armed force. Innovate comprehensive and effective foreign relations methods; strengthen special relations with Laos, expand international cooperation. Promote the image of Nghe An; promote the role of intellectuals and overseas Vietnamese; promote cooperation and linkages in the North Central region, especially with Thanh Hoa, Ha Tinh...

Voted to approve the draft Resolution of the Congress with 100% of votes.

Provincial leaders presented flowers to 7 comrades who were not re-elected for the 2025-2030 term; 12 comrades who retired or retired before the age of retirement in the 2020-2025 term; 10 comrades who transferred to work outside the Party Committee in the 2020-2025 term.

The draft Resolution of the Congress of Nghe An Provincial Party Committee for the 2025-2030 term sets out the general goal: By 2030, Nghe An will strive to become a fairly developed province in the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism; have a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people are constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are maintained. Vision to 2045, Nghe An will become a province with high income, comprehensive development, civilized and modern.

The Resolution sets out 03 breakthroughs and 08 main tasks and solutions; of which, 03 breakthroughs include: Institutional breakthrough; human resource development breakthrough; infrastructure development breakthrough.

Delegates voted to approve the content of the Draft Resolution of the Congress with 100% of votes in agreement.

The Draft Resolution also sets out the main targets for implementation in the 2025-2030 term as follows: Strive to well implement socio-economic targets according to the orientation in Resolution No. 39-NQ/TW dated July 18, 2023 and thematic resolutions of the Politburo, national target programs, projects of the Government and provincial planning. Focus on implementing 39 main targets and groups of targets for the 2025-2030 period, including: 5 groups of targets on Party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture and society; 5 targets on environment; 2 targets on national defense and security...

In his closing speech at the Congress, Provincial Party Secretary Nguyen Duc Trung affirmed: After two days of urgent, serious and highly responsible work, the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030, completed all the contents of the proposed program and was a great success.

The Congress focused on a lively and frank discussion on the Political Report and the Review Report of the Provincial Party Executive Committee, term XIX, 2020 - 2025. The Congress unanimously approved the Resolution and agreed with the draft Action Program to implement the Resolution of the Congress with breakthrough goals, targets and tasks, demonstrating the great determination of the Party Committee, Government and People of the province before the new term, striving to achieve the highest level so that by 2030 Nghe An will become a fairly developed province, a national growth pole in the new era of development of the country.

The Congress discussed and contributed many enthusiastic opinions on the draft documents to be submitted to the 14th National Congress of the Party. The Congress elected the Provincial Party Executive Committee, term XX, consisting of 68 comrades who ensure the standards, structure, qualities, qualifications, enthusiasm, and are capable of shouldering the responsibility of leading and organizing the successful implementation of the Congress resolution; elected 30 official delegates and 3 alternate delegates representing more than 200,000 Party members of the Party Committee to attend the 14th National Congress of the Party.

The first meeting of the Provincial Party Executive Committee, term XX, elected the Provincial Party Standing Committee consisting of 17 comrades, elected the Secretary and Deputy Secretaries of the Provincial Party Committee, and elected the Provincial Party Inspection Committee. The results of the election at the Congress and at the first meeting of the Provincial Party Executive Committee basically achieved a high number of votes, focused, demonstrating trust and high unity throughout the Party Committee.

The Congress was honored to have comrade Phan Dinh Trac - Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission, attend, encourage and give a speech on behalf of the Politburo. He acknowledged and praised the important achievements that the Party Committee and the People of Nghe An province have achieved in the past term, and at the same time specifically and deeply oriented the key, immediate and long-term tasks that the Party Committee needs to focus on leading and implementing in the new term.
