Previously, on the afternoon of August 17, the Congress held a preparatory session to elect the Presidium, Secretariat, and Delegate Qualifications Examination Board; approved the regulations, working program, and internal rules of the Congress; thoroughly grasped the regulations on elections within the Party; and disseminated methods of discussion and contribution of opinions to documents submitted to the Congress.

Speaking at the congress, Senior Lieutenant General Thai Dai Ngoc acknowledged and praised the achievements that the Party Committee of the Corps had achieved in the past term. He requested that in the coming time, the unit continue to consolidate and perfect its apparatus in the direction of being streamlined, strong, effective and efficient; actively participate in consolidating and building the grassroots political system and improving the effectiveness of the national defense economic zone project; well perform the task of combining economy with defense; defense with economy contributes to building a solid defense posture, protecting border sovereignty.

At the same time, take care to solve employment problems, improve the lives of cadres, employees and workers, help people eliminate hunger and reduce poverty; actively coordinate with localities to join hands in building new rural areas in parallel with effectively implementing national target programs.

The Party Executive Committee of Army Corps 16 for the 2025-2030 term was introduced to the congress.

With the motto "Democracy - Solidarity - Discipline - Innovation - Development", the congress elected the Party Executive Committee of the Corps for the 2025-2030 term. Colonel Trinh Pham Hoa, Deputy Commander of the Corps, was re-elected as Party Secretary; Major General Pham Ba Hien, Commander of the Corps, was re-elected as Deputy Party Secretary for the 2025-2030 term.
